Access Dependency Heat Map¶
Dependency diagnostic — instantiates Access-Conditioned Bundle Decoupling
Ranks who is most exposed to an access tie — high dependence, few substitutes — so scrutiny, remedies, and unbundling effort land where refusal is least free.
An Access Dependency Heat Map plots the affected parties against two axes — how much they depend on the desired access and how substitutable that access is — and lights up the cells where both run to the extreme. Its defining move is to prioritise by exposure, not by wrongdoing: it makes no judgment about whether any condition is fair or any consent valid. It answers only "for whom is refusal least meaningful?" — because a coupled condition is coercive in proportion to the dependence and the absence of alternatives of the person facing it. The map is the triage layer that tells the rest of the appraisal where to point its finite attention.
Example¶
A payments platform processes card transactions for hundreds of thousands of small merchants and is considering attaching a new condition to continued access: enrol in its in-house lending product. Before anyone judges whether that tie is acceptable, an Access Dependency Heat Map asks who would actually be free to refuse it. It scores each merchant segment on dependence (what share of their revenue flows through this one processor) against substitution (whether a comparable processor is realistically available to them). Large urban retailers with three processor relationships sit in a cool cell — they can walk. A band of rural and single-outlet merchants routing roughly nine-tenths of their sales through the platform, with no bank alternative that reaches their area, lights up hot. The map's output is a ranking: it doesn't say the lending tie is wrong, it says these merchants are the ones for whom "accept it or lose your payments" is not a real choice — so the coercion review and the necessity test should start there.
How it works¶
- Score dependence. Rate each party on how badly they need the access — revenue share, criticality, the cost of going without.
- Score substitution. Rate how realistically an alternative could be adopted, on a horizon that matters to them, not in theory.
- Cross the axes and segment. Combine the two into an exposure grade and group parties, so captive populations surface instead of averaging away.
- Highlight and route. Flag the high-dependence / low-substitution cells and hand them to the tests that judge conditions and consent — the map prioritises, it does not adjudicate.
Tuning parameters¶
- Dependence metric — revenue share, operational criticality, or switching cost; the choice determines who lights up and can be gamed by picking a flattering measure.
- Substitution horizon — how quickly and realistically an alternative could actually be adopted; a short, honest horizon widens the captive zone.
- Segmentation grain — population averages versus individual profiles; finer grain finds hidden captive minorities but costs more data.
- Essential-access threshold — where the map flags a cell as warranting heightened scrutiny; set too high it misses captive groups, too low it floods review.
- Refresh cadence — a one-shot snapshot versus a monitored dashboard; dependence shifts as competitors and substitutes enter or exit.
When it helps, and when it misleads¶
Its strength is that it directs scarce governance attention to the people who most need it, makes an otherwise invisible captive tail visible, and distinguishes legitimate stickiness from coercive lock-in. Its central failure mode is a category error: a heat map shows exposure, not abuse — high dependence is not proof that any condition is unfair, and acting on the map alone can both over-reach against benign ties and under-reach where a subtle one hides in a cool-looking cell. The classic misuse is running it backwards — pointing at the many un-dependent parties to argue "most users aren't captive" and so dismiss the hot minority the map exists to protect. The concept that disciplines it is the essential facilities doctrine[n1]: treat the map as the instrument that finds the essential, no-substitute cases and routes them to the coercion review and necessity test, never as a verdict on its own.
How it implements the components¶
affected_party_dependency_profile— its core product: a profile of who depends how heavily on the access, with how little substitution, graded and ranked.access_controller_map— the second axis names who holds the leverage each dependent party is exposed to, mapping the controllers behind the dependence.
It measures who is exposed and to whom; it does not test whether any specific acceptance was coerced (that's Coercion Safeguard Review) or enumerate the conditions creating the exposure (that's Access-Condition Inventory Workshop).
