Documentation artifact — instantiates Minimal-Change Counterfactual Construction
Pins down the established, actually-obtaining facts of the case as the fixed anchor every counterfactual is edited away from and measured against.
The Actual Fact Ledger is the plain, frozen record of what actually happened — the settled, evidence-backed facts of a case, written down before anyone starts imagining how things might have gone differently. Its one defining job is to be the anchor: the fixed point the counterfactual is edited away from and the yardstick every "what would have happened" is measured against. It is deliberately descriptive rather than evaluative or modal. It holds no alternatives, no rankings, and no edits — only what obtained, each entry carrying its provenance and, crucially, a note on who knew it and when. Without a locked ledger, two analysts build their counterfactuals on quietly different versions of reality and can never reconcile their conclusions.
Example¶
Investigators reconstructing a runway incursion — a regional jet that began its takeoff roll while a tug was still crossing the far end — open an Actual Fact Ledger before they entertain a single "what if." Into it go the established facts: the tower's clearance wording and timestamp, the crew's read-back, the surface-movement radar returns, the reported visibility in fog, the tug driver's assigned route, and the seconds that elapsed between the ground controller's first and second radio calls. Each line is tagged with its source — recorder, radar log, interview — and its evidentiary weight, and contested items are flagged as disputed rather than smoothed over.
A second column does the work that makes this ledger a counterfactual tool rather than a mere timeline: for each actor, it records what that person could actually have known at that moment. The captain did not know the tug had missed a hold-short line; the ground controller did not yet have the conflict alert. When someone later proposes "if the captain had simply held position," the ledger is what settles whether the captain had any basis to do so — because it fixes both the facts and the horizon of what was knowable, so the counterfactual cannot secretly grant anyone information they never had.
How it works¶
- Admit facts, not inferences. Each entry is something that obtained and can be sourced. Interpretations ("the crew was rushed") are kept out or explicitly marked as inference, because a counterfactual built on a disputed inference inherits its instability.
- Attach provenance. Every fact carries where it came from and how strongly it is established, so later edits are argued against evidence rather than memory.
- Tag the information horizon. Alongside each fact, note whether — and when — each relevant actor knew it. This second layer is what fixes the information boundary that hindsight will later try to breach.
- Freeze and version. Once assembled, the ledger is locked. If new evidence forces a change, it is versioned, not silently overwritten, so no one can quietly re-baseline reality to fit a conclusion.
Tuning parameters¶
- Fact granularity — how finely events are decomposed. Finer entries catch subtle switching points but bloat the ledger and invite false precision about things that were never that crisp.
- Evidence standard — how strong the provenance must be before a claim earns a line. A high bar keeps the anchor trustworthy; set it too high and genuinely relevant but softly-evidenced facts get excluded.
- Scope boundary — what counts as a background fact worth recording versus ambient detail. Draw it too narrow and a fact the counterfactual will need is missing; too wide and the ledger drowns.
- Disputed-fact handling — whether contested items are excluded, recorded-as-disputed, or split into variants. Recording-as-disputed preserves honesty at the cost of a messier anchor.
- Freeze point — how early the ledger locks. Locking early protects against conclusion-driven editing; locking late lets real new evidence in but risks drift.
When it helps, and when it misleads¶
Its strength is that it gives every downstream mechanism one agreed reality to work from: the antecedent edit, the preservation set, the entailment audit, and the ranking all become arguments about this record rather than about competing private impressions. Handled like evidence — sourced, weighted, versioned — it behaves like a proper chain of custody for facts, and that provenance is what lets a later reviewer trust the baseline was not massaged.[n1]
Its failure mode is the quiet promotion of inference to fact: a plausible interpretation slips in unmarked, and every counterfactual downstream inherits an unstable anchor. The classic misuse is the conclusion-driven edit — the ledger gets adjusted, a fact softened or dropped, so the desired counterfactual looks minimal. The discipline that guards against both is strict separation of fact from inference, provenance on every line, and versioning any change rather than overwriting, so the anchor stays fixed and auditable.
How it implements the components¶
actual_fact_baseline— the ledger is the baseline: the sourced, frozen inventory of everything that actually obtained, against which all departures are defined.available_information_boundary— the who-knew-what-and-when layer fixes the epistemic horizon of the actual world, so later reasoning cannot silently import knowledge no actor possessed.
It records only what did obtain; it neither edits nor evaluates. The Ledger is the one mechanism here that produces no alternatives at all — it is pure anchor. That austerity is the point: keeping the record strictly descriptive is what lets every other mechanism argue about departures without also having to re-argue what reality was.
