Annotation format — instantiates Warranted Belief Formation
A fixed grammar for tagging a belief with a calibrated confidence level and the bounded conditions under which it holds, so the caveat travels with the claim.
A Confidence and Scope Label Template is a small, fixed grammar for how a belief is written down so that its uncertainty and its limits are inseparable from it. Its defining move is to make the label a required, standardized form — not free-text hedging that gets paraphrased away, but a slot-filling format: confidence level (from a calibrated vocabulary) plus scope (the population, setting, or frame within which the claim holds). "True" is not a permitted output; "moderate confidence, for adults in this trial setting" is. Because the vocabulary is shared and the scope is explicit, the caveat cannot be stripped as the belief travels downstream — the label is part of the claim, and a claim that arrives without one is visibly incomplete. It carries no evidence and makes no decision; it is purely the disciplined shape of an epistemic statement.
Example¶
A climate assessment must communicate a projection to policymakers. Left to prose, a scientist might write "sea levels will rise significantly," which a reader could take as certain fact or vague guess. The Confidence and Scope Label Template forbids that shape. The claim is re-expressed in the calibrated grammar: "It is very likely (90–100%) that global mean sea level will rise by [range] under scenario X, by 2100." Confidence is drawn from a fixed likelihood ladder used identically across the whole report; scope names the emissions scenario and horizon the claim is bounded to.[n1]
The value shows the moment the claim is quoted elsewhere. Because "very likely" has a defined numeric meaning and the scenario is attached, a downstream summary cannot silently upgrade it to "certain" or drop the scenario to make it sound universal — the label makes such distortions visible as departures from the grammar. The template did not gather the evidence or decide policy; it fixed the form so the claim's confidence and limits could not be quietly lost in transit.
How it works¶
- A calibrated confidence vocabulary — a small fixed ladder of terms, each with a defined meaning, used the same way everywhere so "likely" is not one person's 60% and another's 90%.
- A mandatory scope slot — the population, setting, time horizon, or frame the claim holds within; "everywhere/always" must be earned, not assumed by omission.
- Label-or-incomplete — a belief without a filled label is treated as unfinished, not as universally true.
- The label binds to the claim — it travels as part of the statement, not as a detachable footnote, so quotation carries the caveat forward.
Tuning parameters¶
- Vocabulary granularity — three confidence bands or seven. Finer bands express more but demand calibration discipline the users may not have.
- Confidence basis — qualitative terms versus numeric ranges versus both. Numbers resist reinterpretation but can imply precision the evidence lacks.
- Scope required fields — how many dimensions of scope must be filled (population, setting, time, frame). More fields prevent over-generalization but add friction to every statement.
- Enforcement point — advisory style guide versus a hard schema a document cannot pass without. Hard enforcement guarantees coverage but resists fast informal work.
When it helps, and when it misleads¶
Its strength is that it stops the most common downstream corruption of a belief: the quiet loss of its caveats as it is repeated, summarized, and acted on. A shared calibrated vocabulary also makes confidence comparable across authors, so "very likely" means one thing report-wide rather than tracking each writer's temperament.
Its failure mode is confidence laundering — the label's tidy form lends an air of rigor to a number that was, underneath, a guess, and readers trust "moderate confidence (65%)" more than the evidence warrants precisely because it looks calibrated. A related misuse is picking the confidence term to manage the audience's reaction rather than to report the warrant. The guarding discipline is to require that a label be backed — the confidence level should be answerable to the evidence behind it, even though the template itself does not hold that evidence — and to treat scope as mandatory so no claim quietly universalizes.

The template shapes the claim; other mechanisms supply its warrant and its go/no-go.
