Constraint Suspension Charter¶
Governance charter — instantiates Multi-Dimensional Solution Space Exploration
A short written charter that names which constraints are temporarily suspended during divergence and which hard boundaries stay inviolable, and logs every suspension so convergence can reinstate them deliberately.
A Constraint Suspension Charter is a small written pact a team signs before it begins exploring, and its whole reason to exist is a bright line: it separates the constraints that are creative habits — cost fit, schedule, precedent, feasibility, "the way we've always done it" — from the boundaries that are never negotiable — safety, legality, consent, accessibility, physical law. It suspends the first list for the duration of divergence and holds the second list active the entire time. Crucially it does not merely wave constraints away; it records each suspension with a rationale, an authorizing owner, and a reinstatement trigger, so that when convergence arrives no one has quietly forgotten which limits were switched off. It legislates the rules of exploration; it generates no alternatives and names no dimensions of its own.
Example¶
A mid-size transit agency is redesigning its city bus network, and everyone in the room already "knows" the answer must reuse the four existing depots and land inside this fiscal year's operating budget. Those two assumptions have silently framed every past redesign into minor route tweaks. The Constraint Suspension Charter is drafted at the kickoff: for the three-week divergence window, depot reuse and budget fit are formally suspended — designers may propose networks that need a new hub or cost more, without being shouted down. Held explicitly inviolable, in the same document: ADA accessibility on every route, driver hours-of-service law, and passenger safety. The program lead signs it; each suspension gets a line in the log with its rationale and a reinstatement date at the convergence gate. The immediate effect is that a two-hub network — literally unspeakable while the budget was sacred — gets drawn and taken seriously. Three weeks later the log forces the honest sequel: the suspended costs are switched back on and the two-hub concept is priced for real before anyone commits.
How it works¶
- Inventory the constraints the team is carrying into the problem, spoken and unspoken.
- Classify each one as suspendable (a preference or feasibility filter that can wait) or inviolable (a safety, legal, ethical, or physical boundary that cannot).
- Authorize and time-box the suspensions — who has the standing to suspend this, and until when.
- Log every suspension with its rationale and a reinstatement trigger, and log any dimensions deliberately excluded from exploration, so the record of what was set aside survives into convergence.
Tuning parameters¶
- Suspension breadth — how many constraints go on the deferred list. Wider suspension buys more divergent freedom but raises the risk of infeasible concepts if reinstatement is weak.
- Inviolable floor — how conservatively the hard-boundary list is drawn. A generous floor is safer but can quietly re-smuggle the very constraints you meant to relax.
- Authority level — who may sign a suspension. Higher authority makes suspensions stick against pushback but slows the charter's drafting.
- Time-box — how long the suspensions hold. A tight window protects momentum toward convergence; a loose one risks divergence that never ends.
- Reinstatement trigger — whether constraints come back at a date, a stage gate, or a concept-count threshold.
When it helps, and when it misleads¶
Its strength is that it forces a team to say out loud which of its constraints are real and which are merely habitual — the direct antidote to functional fixedness,[n1] the fixation that lets an accustomed limit masquerade as a law of nature. By writing the suspensions down it also blocks premature constraint smuggling, where a cost or schedule assumption kills alternatives before they are even voiced.
Its sharp failure mode is unsafe suspension: a team, intoxicated by the license to defer, quietly waves off a boundary that should never move — treating a regulatory or safety limit as just another "creative constraint." The classic misuse is a charter that suspends everything and reinstates nothing, so divergence produces a pile of concepts that cannot survive contact with reality. The guarding discipline is a firm, pre-agreed inviolable list the charter is not allowed to cross, plus a mandatory reinstatement pass at the convergence gate where every logged suspension is switched back on and the surviving concepts re-tested against it.

The load-bearing half of this mechanism is the log, not the suspension. Anyone can announce "let's ignore the budget for now"; what makes the charter safe rather than reckless is that the ignoring is written down with an owner and a switch-back date. A suspension no one recorded is indistinguishable, at convergence, from a constraint the team simply never considered.
