Convergence Warrant Memo¶

Writes the final calibrated inference as a short defeasible memo — confidence, the scope it applies to, the action it implies, and the conditions that would overturn it.
Convergence Warrant Memo is the appraisal's closing artifact: a short written statement that converts all the prior work into a usable, bounded inference. Its defining move is disciplined restraint in prose — it never says "this is proven" and never lets the phrase "independent convergence" become a blank check. Instead it states four things and stops: the confidence the evidence supports, the scope of contexts the inference actually covers, the action it implies at that confidence, and the defeaters — the specific findings that would weaken or overturn it. Everything upstream (the grid, the traceback, the audit, the strength score) is input; the memo's job is to write the conclusion in a form that carries its own caveats forward, so that a reader six months later cannot quote the warrant without also inheriting its limits.
Example¶
A central-bank research unit has appraised whether the fact that many central banks adopted inflation targeting after New Zealand pioneered it in 1989–90 is evidence the framework fits the problem of anchoring expectations. The upstream work is done: a matrix of adopting central banks, a traceback showing heavy diffusion through IMF advice and peer emulation, a strength score chastened by that diffusion, and negative cases of banks that targeted and later abandoned or heavily modified it.
The memo writes it up in four moves. Confidence: moderate, not high — the convergence is real but substantially diffused, so it is weaker evidence of intrinsic fit than the raw adoption count suggests. Scope: the warrant covers economies with credible independent central banks, developed financial markets, and floating currencies; it does not extend to fixed-exchange-rate or thin-market economies where the adopting lineages are sparse. Action: treat inflation targeting as a reasonable default to consider in-scope, not as a settled optimum. Defeaters: discovery that even the "independent" adopters shared a single advisory template, or a run of in-scope abandonments, would cut the confidence further. The memo is one page and every sentence is hedged on purpose.
How it works¶
- Import, don't recompute. Pull the strength score, the independence findings, and the negative cases as given; the memo synthesizes, it does not re-derive.
- State confidence as a level with a reason. Name how strong the warrant is and the single biggest thing holding it back, so the number is legible.
- Draw the scope boundary explicitly. Say which contexts the inference covers and, just as important, which nearby contexts it does not — the transfer limit is written, not assumed.
- List the defeaters. Enumerate the specific discoveries that would weaken or reverse the inference, keeping the warrant defeasible on its face.
Tuning parameters¶
- Confidence granularity — a coarse low/medium/high or a finer gradation. Coarse is honest about how little precision the evidence supports; fine risks implying more resolution than exists.
- Scope tightness — how narrowly the transfer boundary is drawn. Tight scope is safer but less useful; loose scope invites the warrant to be stretched onto cases it never covered.
- Defeater specificity — how concretely the overturning conditions are named. Specific defeaters are actionable and testable; vague ones ("if new evidence arises") are decorative.
- Length discipline — how much the memo is allowed to say. Brevity forces the caveats to survive; length lets them get buried under narrative.
When it helps, and when it misleads¶
Its strength is that it makes the inference travel with its limits: a warrant that states scope and defeaters in writing resists being lifted out of context and cited as a universal law, which is convergence evidence's most common abuse. It keeps the conclusion defeasible — explicitly open to being overturned by later findings — rather than laundering popularity into proof.[n1]
Its failure mode is rhetorical drift: a memo is prose, and prose is where careful strength scores quietly become "widely validated," where a moderate warrant acquires the confident tone of a strong one, and where the scope sentence gets dropped in the executive summary. The classic misuse is writing the memo first — deciding the conclusion and back-filling the appraisal to support it. The guarding discipline is to bind every claim in the memo to a named upstream input, to keep the defeaters and scope on the same page as the recommendation, and to forbid any adjective the strength score does not license.
How it implements the components¶
bounded_warrant_statement— the memo is this statement: the calibrated confidence, its supporting reason, and the action it implies, written to preserve rather than shed the caveats.transfer_scope_boundary— the explicit scope section names the contexts the inference covers and the neighboring ones it does not, so the warrant cannot silently over-generalize.
It does NOT build the evidence grid or score its strength (solution_shape_abstraction, shared_pressure_profile, lineage_independence_map, convergence_strength_assessment) — those belong to its nearest twin, Convergence Evidence Matrix, and to Blind Pattern Comparison Round; the memo consumes their outputs and writes the conclusion, rather than assembling or scoring the evidence itself.
