Critical Juncture Review¶
Structured review — instantiates Critical Juncture Path Stewardship
A go/no-go screen that confirms a live moment is actually a critical juncture — high leverage, genuinely divergent paths, credible lock-in — and rules who is authorized to steward it.
Most moments are not critical junctures, and treating every decision as historic is as costly as sleepwalking through a real one. A Critical Juncture Review is the screening gate at the front of the whole process: it applies explicit criteria — is the leverage genuinely high, are the paths genuinely divergent, is the lock-in risk credible? — to confirm or reject whether this moment qualifies for stewardship at all. Its defining move is to gate entry to the machinery: if the moment passes, the review bounds the window it applies to and rules who holds authority over the path-setting choices; if it fails, it says so and lets the organization spend its stewardship effort elsewhere. It confirms and bounds the juncture; it does not map the paths or steward the choice.
Example¶
A government stands up a new independent regulator — say, for AI systems or digital markets. Almost everything about the first eighteen months will set precedent that ossifies into "how this agency works" for decades: the first senior hires, the initial rulemaking template, the first enforcement precedent, the case-management IT stack. A Critical Juncture Review convenes to ask, deliberately, whether this is a critical juncture. It checks leverage (do early choices disproportionately shape the long run? clearly yes), divergence (are meaningfully different institutional designs still open? yes), and lock-in risk (will precedent, hiring, and infrastructure harden quickly? yes).
Confirming all three, the review does two things. It bounds the juncture — the roughly eighteen-month founding window — so effort is focused where it matters. And it rules who holds decision authority over the path-setting choices: the founding board, not the interim director acting alone. The output — "yes, treat as a critical juncture; window ≈ the founding period; authority = the founding board" — is what authorizes the rest of the stewardship toolkit to switch on.
How it works¶
What distinguishes the review from the analysis downstream is that it renders a verdict on juncture status against explicit criteria, not a plan. Leverage, divergence, and lock-in risk are each tested and must each clear a bar; a moment that fails any one is sent back to the ordinary decision process. When the verdict is yes, the same review bounds the window and assigns decision authority — turning a vague sense of "this feels important" into a scoped, owned juncture the rest of the mechanisms can act on.
Tuning parameters¶
- Criteria strictness — how high the bar for "critical"; a high bar avoids crying wolf but risks missing real junctures, a low bar inflates every decision into a historic one.
- Boundary tightness — how narrowly the window is bounded; tight focuses effort, loose hedges against mis-timing the moment.
- Authority assignment — who receives decision rights; concentrated is decisive, distributed is more legitimate but slower.
- Review timing — how early it convenes; too early and the juncture is not yet legible, too late and lock-in has already begun.
- Evidence bar — whether the verdict rests on a gut screen or on evidence drawn from a scenario workshop and probes.
When it helps, and when it misleads¶
Its strength is stopping two opposite errors: treating an ordinary decision as a historic one, which wastes scarce stewardship effort, and failing to notice a genuine juncture until lock-in has set. The concept it screens for is well established — brief, high-leverage moments that set durable institutional paths.[n1]
Its failure mode is juncture inflation: once "critical juncture" becomes a label people like, everything gets nominated and the term loses force. The opposite failure is motivated dismissal — declaring a real juncture ordinary to escape the burden of stewarding it — and the classic misuse is convening the review to rubber-stamp a conclusion already reached. The discipline is to hold the three criteria strictly and demand evidence rather than assertion, and to keep the "is this a juncture?" question rigorously separate from "which path should we take?", which belongs downstream.
