Cross-Layer Scenario Comparison¶
Method — instantiates Causal Layer Reframing
Builds and compares alternative futures, each constructed by letting a different worldview or governing myth dominate, to reveal how the space of possible action shifts with the frame.
The most striking thing about a deep frame is that it silently decides which futures feel possible. The Cross-Layer Scenario Comparison is the method that makes this legible by turning the frame into a variable. It builds several alternative futures for the same issue, each constructed by letting a different deep layer dominate — one future where a particular worldview governs, another where a rival governing myth does — and then compares what actions become thinkable inside each. Its defining move is forward-looking and layer-as-variable: it does not diagnose present symptoms, it projects how the space of possible action expands or collapses depending on which interpretive layer is in charge. Where a conventional scenario exercise varies external uncertainties, this one varies interpretive depth, and reads out the different action logics that result.
Example¶
A national grid operator is doing long-range planning and keeps producing the same answer — build more generation — because everyone in the room shares the same unspoken frame. A Cross-Layer Scenario Comparison breaks the monoculture by building three futures on three different deep layers. In the energy-as-commodity worldview, the future is a deregulated market optimizing price, and the thinkable actions are trading platforms and capacity auctions. In the energy-as-commons worldview, the future is public stewardship, and suddenly community ownership and demand-sharing become natural moves. Then the governing myth is varied: under "progress means more power," every scenario tilts toward supply expansion, but under a "sufficiency / enough" myth, an entire class of demand-reduction actions — that were literally invisible under the growth story — appears on the table.
Comparing the futures, the planners see the decisive point: their default plan wasn't the answer to an analysis, it was the output of an unexamined growth myth. The method doesn't tell them which future to pick, but it makes the sufficiency-framed future's demand-reduction options concrete enough to evaluate — and it schedules a revisit, because which myth is actually gaining ground is something new evidence will keep revising.
How it works¶
- Fix the issue, vary the deep layer. Hold the focal question constant and build one scenario per candidate worldview or governing myth, so differences trace to the frame rather than to external assumptions.
- Read out the action space. For each scenario, ask which interventions become thinkable or unthinkable, since the payoff is the change in the option set, not the narrative color.
- Compare across frames. Lay the futures side by side to expose which options exist only under a particular frame — those are the reframing's real leverage.
- Schedule revision. Treat the comparison as provisional and set a point to revisit it as evidence shifts which frame is ascendant.
Tuning parameters¶
- Number of frames compared — two contrasting futures or a fuller set. More frames reveal more of the option space but dilute the depth given to each.
- Layer emphasis — whether scenarios are built on worldview differences, myth differences, or both. Myth-level variation reaches deeper but is harder to render as a concrete future.
- Narrative vividness — spare option-lists versus richly imagined worlds. Vivid futures engage decision-makers but can seduce a group toward the best-told story rather than the most instructive.
- Revision cadence — one-shot comparison or a standing exercise re-run as conditions change. Frequent revision keeps the frames current but competes with the rest of planning for attention.
When it helps, and when it misleads¶
Its strength is denaturalizing the default future: by showing that the "obvious" plan is just the output of one frame, it recovers options that other frames make available and would otherwise stay invisible. It is the archetype's most direct tool for foresight work, where the binding constraint is usually imagination, not information. It shares machinery with classic scenario planning, but differs in its decisive move — where scenario planning varies external uncertainties[1], this method varies the interpretive layer itself.
Its failure mode is frame relativism: once every future is shown to depend on a frame, a group can lose its footing and treat all frames as equally arbitrary, which paralyzes rather than opens. The related misuse is stacking the scenarios — building a strawman around the disfavored frame so the sponsor's preferred future wins by construction. The classic confusion is mistaking the method for ordinary scenario planning and varying only external drivers, which forfeits the whole point. The guarding discipline is to keep each frame's future accountable to surface evidence and to name the comparison's purpose as expanding the option set, not selecting a winner by narrative appeal.
