Before you can govern outside influence you have to see all of it at once, and influence rarely announces itself as a single act. Example

A national panel is about to publish a clinical guideline that will steer prescribing for a common condition. Formally the panel decides; in practice a dozen outside parties have a stake. The panel builds a matrix. Down the rows go the actors: two drug manufacturers, a device maker, the relevant specialty society, a patient-advocacy coalition, and a large insurer. Across the columns go channel types: research funding, evidence-review authorship and framing, advisory-committee access, media and reputational pressure, and professional-society endorsement.

Filling the cells turns a hallway worry — "industry is a bit close to this one" — into a specific picture. One manufacturer marks four separate cells, and its reach concentrates in a single column: the people drafting the evidence summary the panel will vote on. The patient coalition, by contrast, touches only the media column. The matrix does not say the guideline is compromised; it says exactly where to look and hands that map to the mechanisms that score and respond.

How it works

  • Set the two axes. External actors on one; a deliberately broad channel taxonomy on the other — funding, information/framing, reputation, access, relational, and dependency routes — so no family of influence is structurally invisible.
  • Populate each cell with the concrete route, not a label: which grant, whose framing, which outlet. A cell is a claim about a specific pathway.
  • Cover the framing and reputation lanes explicitly, because those are the channels most often felt and least often written down.
  • Stop at description. The matrix leaves every cell un-scored; weighting and response belong to other mechanisms so the map stays a neutral record.

The distinguishing move is breadth on a single grid: unlike a relational-tie diagram, it puts all channel types side by side rather than drawing one of them in depth.

Tuning parameters

  • Axis granularity — actor classes and channel families, or named individuals and specific contracts. Finer cells catch more but multiply upkeep and can bury the signal.
  • Channel taxonomy breadth — how many channel columns you carry. Wider catches exotic routes (platform terms, accreditation) but risks a mostly-empty grid.
  • Cell content — a bare mark of presence, or an annotated note on the specific route. Annotation is far more useful downstream but slower to maintain.
  • Actor scope — obvious funders and opponents only, or gatekeepers, infrastructure providers, and reputational actors too. Wider scope finds the non-obvious channel at the cost of focus.
  • Refresh cadence — a one-time snapshot or a maintained artifact. Dependencies drift, so a frozen matrix silently goes stale.

When it helps, and when it misleads

Its strength is that it converts diffuse unease into an enumerated, comparable catalog on one page — the precondition for any proportionate response, because you cannot govern what you have not listed. It is the artifact that keeps the whole analysis from collapsing into vague suspicion.[n1]

Its central failure mode is confusing a map of existence with a map of strength. A filled cell may mark a trivial, well-governed contact; an empty-looking row may hide the one channel that actually decides the outcome. A tidy, fully-populated grid can also manufacture false comprehensiveness — it looks exhaustive precisely when the most important route is the one nobody thought to make a column for. And an over-eager matrix slides into paranoia, treating every ordinary stakeholder contact as a threat. The discipline that keeps it honest is to pair it with a scoring step that weights the cells, to read blank cells as "not yet found" rather than "safe," and to remember the matrix only points — it never adjudicates.
