Hypothesis Promotion Gate¶
Decision gate — instantiates Propositional Mode Governance
A review point that prevents a hypothesis from being promoted to accepted claim or operating premise without specified tests, evidence, and caveats.
A Hypothesis Promotion Gate is a one-directional checkpoint that blocks a proposition from moving up — from hypothesis to accepted finding or operating premise — until it has earned the promotion. Its distinguishing idea is asymmetry with a binding: staying a hypothesis is free, but being promoted requires the claim to be bound to specified evidence or a model that would actually warrant it, and to carry its caveats forward. The gate governs one transition, the upgrade, and refuses to authorize it on rhetoric, momentum, or a compelling story. Where other mechanisms label, record, or detect, this one decides — but only in the promotion direction, and only against a pre-set evidentiary bar.
Example¶
A clinical-guideline committee is weighing whether to promote a drug-repurposing hypothesis — "drug D reduces recurrence in condition X" — from under investigation to a recommended standard of care. The promotion gate holds the line: the hypothesis may not be written into the guideline as established until it is bound to evidence clearing a pre-declared bar — at least one adequately powered randomized trial showing a clinically meaningful effect, consistency across the available studies, and an acceptable harm profile — assessed through a structured evidence-grading framework.[n1] Until then, the claim may guide further research and inform individual clinical judgment, but it may not be cited as settled or become a blanket recommendation. When a well-conducted trial reads out positive and the graded evidence clears the threshold, the gate authorizes promotion — and the effect size and the population it was shown in travel with the promoted claim, so "recommended" never quietly loses its caveats. The gate is what stops a promising result from becoming doctrine a full evidence-cycle too early.
How it works¶
The gate defines the transition rule for one move and one direction. It states the precondition for promotion — the tests, evidence strength, and consistency required — and demands that the hypothesis be bound to the discriminating test or model that supplies that evidence, not merely asserted to be well-supported. It requires the promoted claim to carry its caveats (effect size, scope, the population or conditions under which the evidence holds), so that promotion adds standing without erasing limits. And it names the authority that may sign the promotion. Its whole character is the asymmetry: it is deliberately easy for a claim to remain a hypothesis and deliberately hard for it to become a fact, which is the opposite of the default drift.
Tuning parameters¶
- Evidence threshold height — how strong the evidence must be before promotion. Higher bars prevent premature certainty but delay acting on genuinely good findings.
- Binding strictness — what counts as adequately binding the claim to a test or model. Loose binding lets a suggestive study pass as proof; strict binding can stall on findings that resist a clean test.
- Reversibility — whether a promoted claim can be demoted when later evidence weakens it. A gate that only promotes lets a once-blessed claim ossify.
- Authority — who may sign a promotion; a single owner is fast, a committee is slower but harder to capture.
- Caveat-carrying — whether promoted claims must retain their scope conditions or may shed them once "accepted."
When it helps, and when it misleads¶
Its strength is that it directly blocks hypothesis promotion by rhetoric — the failure where a plausible narrative hardens into a conclusion before discriminating evidence exists — by making evidence the price of the upgrade rather than persuasiveness. Its failure mode is a captured or miscalibrated threshold: set the bar by politics and a favored hypothesis is waved through early; set it impossibly high and nothing is ever promoted, so the organization is paralyzed and starts routing around the gate. A gate that promotes but never demotes is its own trap, letting a claim that has since weakened keep its accepted status. The guarding discipline is to pre-register the threshold before the result is known, so it cannot be moved to fit the answer, and to make promotion reversible under contrary evidence. The gate binds a hypothesis to the evidence that would warrant it; it does not itself run the trial or produce the evidence.
How it implements the components¶

It does not track ongoing review obligations or expire an assumption already in use (obligation_register, misuse_and_drift_guardrail) — that is Assumption Expiry Timer, its nearest twin: the gate blocks a hypothesis from rising to accepted status, whereas the timer forces an accepted assumption back down for re-examination when its trigger fires. Nor does it define which operations each mode licenses (licensed_operation_matrix), which is Mode-Operation Matrix.
