Inclusive Taxonomy Review¶

Examines whether categories, labels, eligibility classes, problem definitions, or model features erase important lived distinctions or embed dominant-group assumptions.
An institution's categories are quiet decisions about what counts as real. Inclusive Taxonomy Review interrogates the categories that already exist — the labels, eligibility classes, dropdown options, and model features a system runs on — to find where they erase distinctions that matter to the people they sort, or silently encode a dominant group's defaults as universal. Its defining move is that it works on a present classification scheme and drives toward revising it: collapsing a category that lumps different realities together, splitting one that hides a harmed subgroup, or adding a class the scheme never had a slot for. It is not looking for a concept the world lacks; it is looking for the concepts a system has and got wrong. The output is a revised taxonomy — or a documented case for one — grounded in the lived distinctions the old scheme flattened.
Example¶
A national statistics agency runs a household survey whose "housing status" field offers owner, renter, social housing, and homeless. Analysts using it to allocate support funding keep finding the numbers don't match what frontline services see. An Inclusive Taxonomy Review is convened with people who have cycled through unstable housing. It examines the existing categories against lived reality and finds the scheme erases an enormous population: people "sofa-surfing" between friends' homes, those in cars, those in insecure sublets — all of whom the form forces into either "renter" (false) or "homeless" (which they don't identify as, and which triggers services they can't access). The category set encodes a homeowner-agency assumption that housing is a stable, single, legible status. The review maps who is thereby made invisible and proposes a revision: a "no secure tenure" class with sub-distinctions the affected group itself draws, plus a scope note stating that even the revised scheme still won't capture every arrangement and should not be read as exhaustive. The statistics that follow finally see a population the old taxonomy had defined out of existence.
How it works¶
The review puts a live classification scheme side by side with the lived distinctions of the people it classifies, and looks for three specific failures: erasure (different realities forced into one box), misfit (people who fit no box and get mis-sorted), and embedded default (a category that treats one group's normal case as the neutral baseline). It maps which knowers each failure renders invisible or mis-sorted, then works toward concrete structural change — merge, split, add, relabel — authored with those knowers rather than for them. Because no category scheme is ever complete, it attaches an honest scope note about what the revised taxonomy still cannot represent, so the new categories are not mistaken for a final truth. The work is on the structure, not on any individual record filed under it.
Tuning parameters¶
- Revision authority — advisory proposal versus binding change to the live scheme. Binding authority makes the review consequential but raises the stakes of getting the new categories right.
- Granularity of change — relabeling versus deep re-partition of the scheme. Finer re-partitions capture more reality but strain downstream systems and comparability over time.
- Continuity constraint — how much to preserve backward-compatibility with old categories. High continuity protects time-series and interoperability; low continuity lets the scheme actually fit.
- Who authors the distinctions — affected knowers drawing their own sub-categories versus experts proposing on their behalf. Self-authored distinctions fit better but are harder to standardize.
- Scope-note candor — how explicitly the review states what the revised scheme still omits. Candor guards against false completeness but can read as hedging.
When it helps, and when it misleads¶
Its strength is that it reaches the most durable form of exclusion — the one baked into the data structure itself, upstream of every decision the data feeds — and it repairs it at the source rather than patching outputs. It is the practical face of the insight that classifications are never innocent: every category does work, and what it leaves out has consequences.[1]
Its failure mode is proliferation without fit — splitting categories endlessly until the scheme is unusable, or, in reverse, "consulting" affected people and then imposing the dominant frame anyway under a veneer of inclusion (dominant-frame translation). It can also break comparability, quietly severing a time-series that a program depends on. The guarding discipline is to let the affected knowers author the distinctions that matter to them, to change only what erasure or misfit actually justifies, and to state plainly what the new scheme still cannot hold. A taxonomy review that adds boxes without fixing the erasure has rearranged the cage.

It works on existing categories; it does not name a concept the world altogether lacks — that's interpretive_resource_gap in Hermeneutic Gap Analysis, its nearest twin. Taxonomy review revises a category that erases; gap analysis supplies a concept that was never there.
