Deliberative forum — instantiates Epistemic Inclusion Design
Creates a structured setting where different knowledge holders compare evidence, explain assumptions, surface interpretive gaps, and record changes to the knowledge base.
When several communities each hold a piece of the truth in incompatible languages — technical, legal, local, lived — the knowledge doesn't combine on its own; someone has to convene it. Stakeholder Knowledge Forum is a structured deliberative convening where different knowledge holders sit at one table to lay their evidence side by side, make their working assumptions explicit, and reason across the differences between their accounts. Its defining move is cross-expertise synthesis in a bounded setting: it is an event (or short series) whose purpose is to compare and reconcile heterogeneous knowledge and surface where their frames don't yet mesh — not to hold standing authority, and not to build a design artifact. What leaves the room is a synthesized, disagreement-preserving record of what the assembled knowers now jointly understand, and where they still don't.
Example¶
A river basin is running short of water, and three groups each "know" the problem differently. Hydrologists have models of aquifer recharge. Irrigation farmers have decades of tacit knowledge about how the river actually behaves in a dry year — knowledge the models smooth over. Downstream residents and an Indigenous nation hold long-record observations of the wetland the basin feeds, and a relationship to it the technical framing has no category for. A Stakeholder Knowledge Forum convenes them. It opens by fixing the stakes plainly: the question is how to allocate water in drought, and each group's exclusion would distort the answer differently. Around the table, the hydrologists explain the assumptions inside their model; the farmers point to a seasonal behavior the model misses; the residents surface a gap — the framing has no way to represent the wetland as anything but "downstream loss," which none of them accept. A skilled, deliberately even-handed facilitator keeps the agency's technical staff from steamrolling the tacit and lived accounts, translates between "recharge coefficient" and "the year the low meadow didn't flood," and records both the points of new agreement and the disagreements that remain live. The forum's output is not a decision but a shared, honest picture of what is now collectively known — including the interpretive gap the group agreed it still can't yet name well.
How it works¶
The forum is built for comparison across knowledge types, so its structure is symmetric: each community gets protected space to present its evidence and, crucially, to make its assumptions explicit, because the friction is usually in the unstated premises. A translation discipline runs throughout — an active reconciliation of technical, quantitative, tacit, local, and lived accounts into a shared understanding, without forcing them all into the dominant (usually technical) frame. Deliberation is facilitated with explicit attention to power, because in a mixed room the credentialed voice tends to set the terms; rotation, protected airtime, and even-handed chairing counter that. The forum actively looks for interpretive gaps — places where the assembled frames simply don't connect — and names them rather than papering over them. It records synthesis and preserved disagreement. It does not itself hold authority to enact changes; it produces the reconciled knowledge that authorized bodies then act on.
Tuning parameters¶
- Composition breadth — how many and how divergent the knowledge communities at the table. Wider breadth surfaces more but strains translation and lengthens the process.
- Assumption-surfacing depth — how hard the format pushes each group to expose its premises. Deeper surfacing finds the real disagreements but can feel adversarial.
- Facilitation power-balancing — how actively the chair counters credential dominance. More balancing protects marginal knowledge but can slow credentialed contributors who feel constrained.
- Synthesis vs. preserved-dissent ratio — how much the forum drives toward shared conclusions versus documenting live disagreement. Over-synthesizing manufactures false consensus; under-synthesizing yields an unusable transcript.
- Bindingness of the record — whether the reconciled knowledge is advisory input or a formal predicate for a downstream decision. More weight raises the stakes of who was in the room.
When it helps, and when it misleads¶
Its strength is that it makes heterogeneous knowledge commensurable enough to reason with without erasing what makes each kind distinct — a working "trading zone" where communities coordinate across expertise they don't fully share.[1] It is the natural place to surface interpretive gaps between frames, since the mismatch only becomes visible when the frames are laid side by side.
Its failure mode is dominant-frame translation dressed as synthesis: the technical or institutional account quietly becomes the master language, and the tacit and lived knowledge get admitted only insofar as they can be restated in it — so the forum "includes" everyone while flattening exactly what was distinctive. It can also manufacture a tidy consensus that buries real, unresolved conflict, or become a talking-shop whose reconciled picture no one is obligated to use. The guarding discipline is power-aware facilitation that protects the non-dominant frames, an explicit rule that disagreement is recorded rather than resolved by fiat, and a live link to a body that must act on the record. A forum that synthesizes by translating everyone into the strongest party's language has excluded them more subtly than silence would.
