Walks the formal rules of a decision process to find every point where an actor can block change, then maps who holds each veto and what they want — locating the institutional constraints that keep a policy or arrangement in place.

Some things stay locked in not because switching is expensive or self-reinforcing, but because the rules of the process hand specific actors the power to say no. Institutional Veto-Point Review finds those actors. It reads the formal procedure by which a change would have to pass — the committees, chambers, boards, courts, and approval gates — and marks each place where a single actor or body can stop the change dead. Then it names who sits at each veto point and what they stand to gain or lose. Its defining claim is that the binding constraint is procedural and agentic: the outcome is held in place by consents that a specific, identifiable person or body can withhold, not by market feedbacks or sunk costs. The more veto points, and the more their holders' interests diverge, the harder change becomes — regardless of how good the change is.

Example

A metropolitan coalition wants to legalize denser housing to relieve a shortage, and everyone agrees the policy is sound — yet it never passes. The Institutional Veto-Point Review maps why. It walks the formal path a zoning change must travel: a planning-commission recommendation, a city-council vote, a mayoral signature, and — because land use is delegated — separate approval in each of eleven surrounding municipalities whose consent is needed for a regional plan. Each of those is a veto point.

The stakeholder overlay is what turns the map from a flowchart into a diagnosis. The city council is favorable, but three suburban councils are dominated by incumbent homeowners whose property values depend on scarcity, and each holds an absolute veto over its own jurisdiction. The review shows the reform is not blocked by "politics" in the abstract but by three specific, identifiable veto holders with aligned incentives to refuse. That reframes the whole strategy: the coalition stops lobbying the friendly city and starts asking whether the veto structure itself can be routed around — a state-level pre-emption that removes the suburban veto points entirely.

How it works

The review proceeds in two passes. First it builds the institutional rule map: the formal, written sequence of gates a change must clear, including the quiet ones — a required sign-off, a standing committee whose chair controls the agenda, a supermajority rule, a court with standing to enjoin. Each gate is tested with one question: can an actor here unilaterally stop the change? If yes, it is a veto point. Second it overlays the stakeholder power map: who occupies each veto point, how firm their control is (absolute veto, delay power, or mere influence), and where their interests sit relative to the change.[n1] A change is hard exactly in proportion to the number of veto points times the divergence of their holders' preferences. The output is a routed map showing which vetoes are hostile, which are neutral, and which could be persuaded or bypassed.

Tuning parameters

  • Formality boundary — whether to count only legally-binding veto points or also informal ones (a union that can strike, a funder that can walk). Informal vetoes are real but harder to enumerate and easier to over-count.
  • Veto strength grading — whether an actor gets a hard stop, a delay, or only influence. Treating delay as veto over-states the constraint; ignoring it under-states a slow-walk.
  • Preference resolution — how finely each holder's interests are characterized. Coarse (for/against) is fast; fine (which amendment would flip them) reveals routes around the veto.
  • Scope of the process traced — how far up and down the approval chain the review reaches. Stopping too early hides a downstream court challenge; going too far maps irrelevant gates.

When it helps, and when it misleads

Its strength is that it converts a vague sense of "the system won't let it happen" into a named list of who can say no and why, which is directly actionable: you can lobby a veto holder, amend to flip one, or redesign the process to remove a gate. It is the archetype's sharpest tool for institutional lock-in precisely because it preserves agency — every veto is held by someone.

Its failure mode is static institutionalism: treating the rule map as fixed when veto structures themselves can be changed, so the review counsels resignation ("too many vetoes") when the real move is to alter the process. It can also mistake a currently-aligned coalition of veto holders for a permanent one, missing that preferences shift. The guarding discipline is to always ask, for each veto point, whether the rule creating it is itself amendable, and to date the stakeholder map so a snapshot of today's interests is not read as structural fate.
