Post-Backfill Authority Review¶
Review — instantiates Functional Vacancy Backfill
The closing review that decides a backfill's fate — hand the seat back, formalize the deputy, replace or redesign the role, or shut the backfill down — so temporary cover never hardens into shadow governance.
Post-Backfill Authority Review is the only backward-looking mechanism in the archetype, and its job is to end the backfill on purpose. Once a substitute has been covering a functionally vacant seat, this review reads what the interim authority actually did, then forces an explicit choice about what happens next: resume, formalize, replace, redesign, or close. Its distinguishing trait is that it converts a temporary state into a permanent decision rather than letting the temporary state simply persist by default — which is exactly how "just for now" cover turns into unaccountable shadow governance. Every backfill the other mechanisms start, this one is meant to deliberately finish.
Example¶
A county emergency-management agency runs a wildfire response. For the first ≈12 hours the designated Incident Commander is unreachable, and a deputy runs the response under an interim authority letter and a two-key panel for the largest calls. The fire is contained; the reflexive move is to go back to normal and never mention the gap.
A Post-Backfill Authority Review instead convenes. It reads the interim decisions the deputy and the panel made — were they inside the granted envelope? were they sound? — and then works a fixed menu of end-states. Should the original commander simply resume? Be formally deputized so the next activation has instant cover? Be replaced? And should the role itself be redesigned so a 12-hour gap cannot recur? Its output is an explicit disposition — "commander resumes; the deputy gains standing authority for the first four hours of any future activation; add a second on-call commander" — and, crucially, a closed backfill. The interim authority is formally ended, not left quietly running.
How it works¶
- Read what the backfill actually did. The interim decisions, judged against the envelope they were granted — accountability before disposition.
- Choose from a fixed menu. Resume, formalize, replace, redesign, or close — one explicit end-state, not a drift.
- Recapture or hand off deliberately. Decide how the original holder returns, or does not, rather than defaulting to whoever is currently acting.
- Close the record. End the interim authority explicitly, so no "temporary" grant lingers past its purpose.
Tuning parameters¶
- Disposition menu — how many end-states are genuinely on the table. A richer menu (redesign, split the role) fixes root causes but takes longer than a bare resume-or-close.
- Scrutiny of interim decisions — a light touch versus a full audit of every backfilled call. Deeper scrutiny catches overreach but can chill good-faith emergency action.
- Trigger — a fixed end-date versus a milestone (incident closed, incumbent returned). Fixed dates guarantee the review happens; milestones fit unpredictable durations.
- Bindingness — advisory versus authoritative. A binding review actually reverts the authority; an advisory one can be ignored, and the backfill drifts on.
When it helps, and when it misleads¶
Its strength is that it is the guarantee against this archetype's worst outcome — the "temporary" backfill that quietly becomes permanent, unaccountable power. Borrowing the discipline of an After-Action Review,[n1] it also harvests what the vacancy taught (the role was a single point of failure) into an actual design fix, not just a restoration of the status quo.
Its failure mode is being held too late or treated as a formality, so it rubber-stamps whatever the backfill has already become. The classic misuse is running it to retroactively bless an interim power-grab rather than to judge it — especially when the reviewers are the same people who benefited from the grant. The discipline is to schedule the review at the moment the backfill is authorized (not after it ends) and to seat reviewers who did not themselves hold the interim authority.
How it implements the components¶
accountability_and_reversion_loop— it is the closing loop: it holds the backfill to account for what it did and then reverts, formalizes, or closes it.role_recapture_review— it decides whether and how the original holder recaptures the seat, rather than letting return happen (or not) by inertia.
It does not sense the vacancy (role_function_health_signal → Sponsor Health Check) or issue the interim grant it later judges (backfill_authority_envelope, legitimacy_notice_and_record → Interim Authority Letter). It runs only after the backfill, to end it well.
