Sponsor Health Check¶
Periodic monitor — instantiates Functional Vacancy Backfill
A periodic diagnostic that reads a sponsor's actual decision output — latency, closure, blocked substitutes — to tell a nominally-filled seat that still works from one that has gone functionally vacant.
Sponsor Health Check is the sensor of the archetype: the recurring diagnostic that reads whether an occupied authority role is actually supplying its function. Its distinguishing trait is that it deliberately ignores the reassuring surface — attendance, title, calendar presence — and measures decision output instead: how fast calls get made, whether conflicts get closed, and whether other people can still route decisions at all. It produces no verdict and grants no authority; it produces the signal that the rest of the machinery acts on. Where other mechanisms declare, grant, or resolve, this one only tells you, on a cadence, whether the seat in front of everyone is full in fact or merely full in name.
Example¶
A retailer is replatforming its order-management system, sponsored by a VP who still shows up to the monthly steering meeting — so on the org chart the seat is filled. A quarterly Sponsor Health Check reads different dials. Median time to approve a scope decision has slipped from ≈5 days to ≈6 weeks. Three cross-team conflicts assigned to the sponsor have sat unresolved for a full quarter. And the tell: two workstream leads report they have stopped bringing decisions forward at all, because "it just sits with the VP."
Attendance is green; function is red; and the suppression signal — leads routing around the seat, or simply not routing — shows the nominal occupancy is actively blocking substitutes. The check's output is not "remove the sponsor" but a dashboard that turns "the sponsor seems checked out" into evidence a re-engagement notice or a vacancy declaration can legitimately act on.
How it works¶
- Measure output, not presence. Decision latency, closure rate, and the count and age of unresolved conflicts assigned to the role — not whether the holder attended.
- Test true occupancy. Ask directly whether the seat is filled in fact or only in name.
- Look for suppressed substitutes. Detect whether others cannot route decisions because the title still "owns" them — the signature symptom of functional vacancy.
- Score against the role's expected function. Read the bar from the decision inventory, so a slow sponsor is judged against what the seat is for, not a generic standard.
Tuning parameters¶
- Signal set — which dials count (latency, closure, conflict age, stakeholder access). More dials catch more failure modes but blur the headline read.
- Thresholds — how bad a reading must be before it flags amber or red. Tight thresholds catch drift early but cry wolf.
- Cadence — monthly, quarterly, or event-triggered. Faster catches vacancy sooner but spends attention.
- Attribution care — how hard it works to separate a disengaged holder from an under-resourced or externally blocked one. Skip this and the check mislabels a victim as vacant.
When it helps, and when it misleads¶
Its strength is that it defeats the central illusion of this archetype — that presence equals function. A filled calendar is a vanity signal; decisions actually closed is the real one.[n1] The check replaces grievance ("he's useless lately") with evidence the rest of the machinery can stand on, and it can catch functional vacancy before it hardens into a crisis.
Its failure mode is that signals can be gamed — a sponsor clears a backlog the week of the check — or misread, when slow decisions reflect genuine complexity rather than disengagement. The classic misuse is running it backwards: a faction assembles red readings to manufacture a vacancy and unseat an inconvenient but functioning sponsor. The discipline is to pre-agree the signals and thresholds before anyone is under scrutiny, and to separate "absent" from "overloaded" before any reading is allowed to trigger a declaration.

It senses but does not act: granting authority (backfill_authority_envelope → Interim Authority Letter) and closing the loop afterward (accountability_and_reversion_loop → Post-Backfill Authority Review) belong to others. It produces the signal they consume.
