Present Commitment Register¶
Governance artifact — instantiates Backcasting Pathway Design
Tracks the backcast's near-term commitments as a live ledger, each bound to a review trigger so it stays justified and on schedule.
A Present Commitment Register is the governance ledger that proves a backcast has reached action. It lists only the near-term commitments the pathway justifies — the investments, pilots, decisions, and experiments that must start now — and binds each to a review trigger and date so it cannot quietly stall or drift from the reason it exists. Its defining move is near-term accountability with a built-in review clock: every row is a concrete present commitment plus the trigger at which someone must re-confirm it is still justified and on track. It is narrow on purpose — not the whole pathway, not the full resourcing, just the first moves and their governance. It references who owns each commitment, but it does not itself decide ownership or feasibility; that assignment is drawn from the implementation plan.
Example¶
An airline has a backcast toward a lower-emission fleet by a defined future year. The register captures only what must be committed now: place a firm order for the first tranche of next-generation aircraft, sign a sustainable-aviation-fuel offtake pilot, fund the design of a pilot-retraining curriculum, commission a maintenance-facility feasibility study. Each row carries a status, the owner (drawn from the implementation plan), and a review trigger — the offtake pilot is reviewed at the next quarterly board meeting and immediately if fuel supply drops below a set threshold. When the maintenance study's review date arrives and it has not started, the register makes the stall visible on the spot and forces a decision. The register keeps the backcast honest at the "now" edge: every present commitment is tracked to a trigger, so none silently lapses into good intentions.
How it works¶
- Enter only the near-term commitments the backcast justifies — never the whole pathway.
- Attach a status and a review trigger (a date, a condition, or both) to each row.
- Reference the owner drawn from the implementation plan so accountability is visible.
- At each trigger, re-confirm the commitment is still justified and on track, or escalate.
- Keep it live — a lapsed or unstarted commitment surfaces immediately.
Each row functions as a commitment device, binding present action to the backcast so it does not slide.[n1]
Tuning parameters¶
- Commitment threshold — how firm something must be to enter (an intention versus a funded decision). A higher bar keeps the register real but may omit soft starts.
- Trigger design — time-based dates versus condition-based triggers versus both; conditions catch surprises, dates catch drift.
- Register scope — strictly near-term versus creeping into the full pathway, which dilutes it into a project plan.
- Escalation rule — what happens when a trigger fires and the commitment is off track.
- Refresh cadence — how often the whole register is swept, independent of individual triggers.
When it helps, and when it misleads¶
Its strength is that it stops backcasting from staying speculative, giving every first move an owner reference and a review clock so "no present ownership" and silent lapse are caught early. Treating each entry as a commitment device is what gives it teeth. Its failure mode is register-as-theater: it fills with vague "commitments" that are really intentions, and with triggers that never fire, so it looks like governance while committing to nothing. The classic misuse is scope creep — letting it swell into a full project plan, at which point it stops being the sharp near-term ledger and merely duplicates the implementation plan. The guarding discipline is to keep the entry bar at genuine present commitments, keep the register strictly near-term, and make sure every trigger has a real escalation behind it.
How it implements the components¶

It governs the "now" edge only: it does not assign the pathway_owner or test feasibility_constraint — those are the Future-State Implementation Plan's, its nearest twin, from which it draws each commitment's ownership — nor does it re-examine the pathway_assumptions beneath the commitments, which is the Pathway Assumption Review.
