Proportional Public Rationale¶
Document — instantiates Backfire-Aware Suppression Design
A bounded explanation used when visible action is necessary and opacity would produce stronger cover-up narratives.
A Proportional Public Rationale is the document you issue when a visible suppression or restriction is already unavoidable and silence about it would breed a worse story than the action itself. Its defining move is to justify — not to reframe, not merely to record — by stating why the action was warranted, by what authority, and why it is proportionate to the harm, while bounding the explanation so it addresses the decision without re-publicizing the target. The one idea that makes it this mechanism and not a sibling: it argues legitimacy and proportionality of a specific visible act, deployed precisely in the cases where staying quiet is the greater risk. It is the archetype's answer to the opacity-versus-publicity tradeoff when opacity has already lost: better a controlled, principled explanation than a vacuum that critics will fill with "cover-up."
Example¶
A consumer bank pulls a national ad campaign after a public complaint that it mocked people in debt. The ad is already screenshotted everywhere; pretending nothing happened, or issuing a terse "the ad has been withdrawn," would read as damage-control evasion and keep the story alive on the bank's silence.
So the communications and legal leads co-author a Proportional Public Rationale. It does three things and stops. It states the judgment: the ad fell short of the bank's standards for how it portrays customers in hardship. It states the authority and process: the decision was made under the bank's marketing-conduct review, signed off by a named executive — establishing that a legitimate internal process, not ad-hoc panic, drove it. And it states the proportion: the campaign is withdrawn in full, staff involved will be retrained, and that is the extent of it — no scapegoating, no sweeping unrelated changes. Critically, the rationale does not re-describe the offending jokes line by line or link the ad; it justifies the response without giving the ad a second life. The result is a document that closes the loop rather than feeding it: the story becomes "the bank explained and corrected," not "the bank went quiet."
How it works¶
- Trigger only on necessity. The rationale is for cases where a visible act is already forced and opacity would amplify — not a default for every action. If a quiet path exists, a different mechanism owns it.
- Lead with judgment and authority, not the target. Open with why the action was justified and who legitimately decided it, so the document reads as principled process rather than reaction.
- State the proportion explicitly. Name the bounds of the action — this much and no more — so the response cannot be read as either an over-reach or a cover for something larger.
- Bound the detail. Explain the decision without re-quoting or re-linking the target; the goal is to justify the act, not to re-broadcast what it addressed.
Tuning parameters¶
- Justification depth — how fully the reasoning is spelled out. Deeper builds trust and forecloses "what aren't they saying," but more words risk re-surfacing the target and inviting line-by-line litigation.
- Authority specificity — how concretely the deciding process and role are named. Naming a real process and owner signals legitimacy; vagueness reads as buck-passing.
- Proportion framing — how tightly the action's limits are drawn. Explicit bounds pre-empt over-reach narratives but commit you publicly to not going further.
- Target reference — whether and how much the underlying item is described. Any reference aids comprehension but re-advertises; keep it at the minimum that makes the justification legible.
- Timing relative to the act — issued with the action or after. Concurrent framing controls the narrative; delayed risks the vacuum filling first.
When it helps, and when it misleads¶
Its strength is that it wins the opacity-versus-publicity tradeoff in the one situation where silence is the bigger amplifier: a powerful actor who says nothing after a conspicuous act practically authors the cover-up story.[n1] A bounded, legitimate, proportion-stating explanation closes that gap and converts a forced visible action into evidence of accountability rather than of concealment.
Its failure mode is the over-explanation that re-advertises: a rationale so detailed it recaps the target, links it, or litigates every accusation — turning a closing statement into a fresh hook and a longer news cycle. The mirror-image misuse is a rationale weaponized as reputation-laundering — an elaborate justification for suppressing legitimate criticism, dressed in the language of proportionality. The guarding discipline is a genuine legitimacy check (would this justification survive a neutral read of whether the action was really warranted, or is it protecting an actor from embarrassment?) and hard bounds on detail, so the document justifies without broadcasting and explains a defensible act rather than excusing an indefensible one.
How it implements the components¶
harm_and_proportionality_boundary— the document's core content is the proportionality argument: this harm justified this much action and no more, stated so the audience can see the fit.authority_legitimacy_check— it names the legitimate process and decision-owner behind the act, establishing that a warranted authority — not panic or self-interest — drove it.
Does not implement contextualization_or_replacement_frame — the reframing correction artifact that competes with a rumor is Contextual Correction Card, this rationale's nearest twin; the card supplies a replacement interpretation, whereas this document justifies a visible action's proportionality and legitimacy. Nor does it implement suppression_trace_design or transparent_exception_notice, the standardized minimal-detail notice form of Low-Detail Policy Notice Template; this rationale is a bespoke justification, not a fill-in record.
