Responsibility Diffusion Check¶
Audit check — instantiates Outcome Responsibility Attribution Calibration
Tests whether 'the system,' 'the team,' or 'the process' has been used to dissolve responsibility until no agent or duty remains answerable — and forces an explicit partition back.
Some attribution failures over-concentrate blame; this one audits the opposite. Responsibility Diffusion Check looks for outcomes where responsibility has been spread across a group, system, or process so completely that no actor, role, or institution is left answerable — "mistakes were made," "the process failed," "lessons will be learned." Its defining move is to draw a sharp line between two things that diffuse language blurs together: genuine structural causation, where a background condition really did constrain everyone and the fix is structural, and evasive diffusion, where passive or collective phrasing is quietly erasing actionable duties that particular agents did hold. It then forces an explicit partition, so every material contribution lands either on a duty-holder or on a named structural gap — with no residue allowed to vanish into "the system."
Example¶
A public-benefits agency wrongly cuts off a cohort of claimants when an automated eligibility rule misfires. The internal review concludes that "the process failed" and commits to "learning lessons," naming no one. The diffusion check interrogates that conclusion step by step, asking a two-part question at each point where responsibility has gone vague: was there a role that held both a duty and the authority to prevent this, and if so, was that duty discharged?
It finds two very different things hiding under the same "the process failed." The rule change did have an owner, who signed it off without the impact review the policy required — a real, discharged-in-name-only duty that the report had dissolved into the passive voice. And the escalation path that should have caught the misfire genuinely had no owner at all — a real structural gap, not an individual's breach. The check partitions accordingly: the sign-off owner is answerable for the skipped review; the missing escalation path is a structural condition the institution must fix. Neither "blame no one" nor "blame the caseworker" survives.
How it works¶
- Flag diffusion language. Scan the account for passive, collective, or system phrasing ("mistakes were made," "the team," "the process") — the linguistic signature of responsibility going missing.
- Test each flag against a real duty. Using the role–duty baseline, ask whether a role with both duty and authority existed at that point. This is the pivot the whole check turns on.
- Re-attach or record as structural. If a duty existed and went unmet, the responsibility is real and gets re-attached to its holder. If no role genuinely held the duty and authority, record a structural condition to fix — a gap, not an excuse for a person.
- Force the partition. Every material contribution must terminate on either a duty-holder or a named structural gap; the check refuses to let a legitimate structural cause launder an individual breach, or an individual breach masquerade as "just the system."
Tuning parameters¶
- Language sensitivity — how aggressively passive and collective phrasing is flagged. High sensitivity catches subtle erasure but generates noise to adjudicate.
- Partition strictness — whether the account must fully sum to identified holders and gaps, or may leave a genuine residual. Strict summing prevents vanishing responsibility; some slack respects irreducible uncertainty.
- Structural threshold — how much genuine constraint qualifies a cause as structural rather than as an excuse. A low bar over-excuses; a high bar over-personalizes.
- Chain depth — how far up the chain the check reaches — the immediate sign-off owner, or the executive who set the incentive and staffing that made the misfire likely.
When it helps, and when it misleads¶
Its strength is recovering the answerability that genuinely shared settings tend to dissolve — the well-known problem of many hands, where an outcome is produced by so many contributors that no single one seems responsible.[n1] By separating real structural fixes from excuse-making, it keeps an organization from either scapegoating an individual for a systemic failure or hiding a real breach behind "the system."
Its failure mode is over-correction: pushed too hard, "someone must be answerable" curdles into "someone must be found," manufacturing an individual culprit for a genuinely systemic failure — the very scapegoating its sibling audit screens for. A named structural condition is a valid terminus, not a cop-out; forcing a name where no duty existed is the classic misuse. The discipline that guards against it is to remember the check's output is answerability, not automatic blame: re-attach responsibility only where a real duty and authority actually sat.
How it implements the components¶
Responsibility Diffusion Check fills the collective-attribution and structural-condition components of the archetype — detecting when responsibility has been erased and forcing it back into view:
