Screening audit — instantiates Outcome Responsibility Attribution Calibration
Checks whether a salient, low-power, or last-in-chain actor is absorbing more blame than their actual contribution and the available evidence support.
When something goes wrong, blame gravitates toward whoever is most convenient to blame — the visible, the junior, the disliked, the last to touch the system — while the enablers stay comfortably out of frame. Scapegoat Screening Review audits for exactly that over-attribution. Its defining move is that it is triggered by the shape of the target, not the size of the outcome: it looks for the bias signatures (salience, low power, dislike, last-in-chain position) and, where they are present, tests the blame being placed there against two things the convenient narrative tends to skip — the mitigating and exculpating facts that argue down the actor's culpability, and whether the evidence is actually strong enough to carry the weight being loaded onto them.
Example¶
A bank takes a large trading loss, and within days the story has settled on a junior trader who booked the final position — "a rogue trader." The screening review flags the bias signatures immediately: junior, individually named, last in the causal chain, and distinctly unpopular now that the loss is public. It then runs its two tests. Ignored mitigation: the trader operated within limits the risk desk had explicitly approved, and had escalated concerns twice in writing — exculpating facts absent from the blame narrative. Evidence grade: the claim that the position was concealed rests on a single ambiguous email — thin evidence for a career-ending, headline-grade attribution.
The output is not "the trader is innocent." It is a flag that the attribution is unsafe on the current mitigation and evidence, and a route back — to the matrix, and if the stakes warrant it, to the review panel — before any consequence attaches. The point is to stop a convenient story from hardening into a verdict before the enablers and the evidence have been weighed.
How it works¶
- Identify the primary blamed actor and score the bias signatures: salience, power asymmetry between blamer and blamed, sentiment toward the actor, and position in the causal chain.
- Surface the omitted mitigation. Pull the exculpating and mitigating facts the prevailing narrative leaves out — approvals given, constraints imposed, warnings raised, information withheld from the actor.
- Weigh evidence against consequence. Check whether the strength of the evidence behind the blame is proportionate to the severity of the consequence being proposed; a severe attribution demands more than a thin, ambiguous record.
- Flag and route, don't acquit. Where bias signatures are high and mitigation is unaccounted or evidence is too thin for the weight, raise the scapegoat flag and send the attribution back for re-examination.
Tuning parameters¶
- Signature sensitivity — how readily the bias markers trip the flag. High sensitivity protects the vulnerable but can slow every attribution with a challenge.
- Evidence-to-consequence ratio — how strong the evidence must be for how severe a consequence. A steep ratio guards career-ending calls; a shallow one clears routine ones faster.
- Mitigation scope — which exculpating factors count (approvals, constraints, coercion, missing information). Broad scope is fairer; narrow scope is faster and less gameable.
- Power-asymmetry weighting — how much a status gap between accuser and accused raises scrutiny. Heavier weighting protects the low-power actor but can shield genuinely culpable juniors.
When it helps, and when it misleads¶
Its strength is that it protects the low-power or last-in-line actor from silently absorbing a systemic failure, and it forces the mitigation and evidence that convenient blame routinely skips — a direct check on the tendency to over-attribute an outcome to a salient individual rather than to their situation.[n1] It is the archetype's guard against turning a bad outcome into a search for someone to punish.
Its failure mode is over-application, in two directions. Used as a blanket shield, it lets genuinely culpable but sympathetic actors off the hook. Used cynically, it can be weaponized to protect insiders — branding any real accountability effort a "witch hunt." The discipline that keeps it honest is remembering what the flag means: it says an attribution is unsafe on current evidence, not that the actor is innocent. It routes the case back for the mitigation and evidence it was missing; it does not clear anyone.
How it implements the components¶

A scapegoat flag is a routing decision, never an acquittal: it means "this attribution is unsafe on the mitigation and evidence in hand — re-examine before consequences attach," not "this actor did nothing wrong." Keeping that distinction sharp is what stops the screen from flipping into a blanket shield for anyone who happens to be junior or unpopular.
