A Signal/Noise Review Board is a standing, cross-functional body that periodically reviews a channel's health evidence and issues binding redesign mandates. Unlike an instrument that measures or a code that captures, the board's defining feature is authority: it converts outcome data into decisions that other mechanisms must carry out. It exists because the core trade-off — fire more to catch every real event, versus fire less to preserve attention — cannot be settled by any single alert owner, each of whom is biased toward their own signal. The board also carries a fairness mandate: it audits whether noise is being quietly laundered onto whoever has the least power to object. It decides and directs; it does not itself measure, capture, retune, or execute.
Example¶
A regional emergency-management agency governs a public wireless-alert channel used for weather, evacuation, and missing-person notices. Over a year, the highest tier — "take protective action now" — has crept onto increasingly marginal events, and survey feedback shows residents beginning to swipe the alerts away, the early edge of the cry-wolf effect.[n1] A Signal/Noise Review Board convenes quarterly: meteorologists, emergency managers, an accessibility advocate, and a public representative. It reviews the dashboard (alert volume, opt-out rate) and the disposition feedback, then rules on three things. The top tier is reserved for imminent threat to life with a clear protective action; marginal advisories move to an opt-in tier; and — noticing that non-English speakers were systematically under-served — it mandates multilingual templates. The board changes nothing with its own hands. It issues mandates the threshold review, the notification ladder, and the template teams then execute.
How it works¶
- Standing, cross-functional membership. Senders, receivers, and — critically — someone representing the lowest-power receivers sit together, so the body cannot optimize purely for the people who create signals.
- Fixed cadence, evidence-driven. The board meets on a schedule and reasons from the dashboard and disposition data, not from anecdote or the loudest complaint.
- Joint trade-off adjudication. It reviews false positives, false negatives, and downstream harm together, settling the sensitivity/specificity balance no single owner can.
- Binding mandates with owners. Each decision names what changes, who executes it, and by when — closing the loop from evidence to redesign.
Tuning parameters¶
- Cadence — how often the board sits. Frequent sessions catch decay early but risk churn and meeting fatigue; rare ones let problems compound.
- Membership breadth — especially whether low-power receivers are represented. Broad membership resists capture but slows decisions.
- Mandate bindingness — whether rulings are advisory or enforced. Binding mandates produce change but concentrate risk in the board's judgment.
- Off-cycle triggers — what evidence (an opt-out spike, a near-miss) forces an unscheduled review before the next meeting.
When it helps, and when it misleads¶
Its strength is settling trade-offs that no single alert owner is positioned to settle honestly, and catching the two failures that hide from purely technical fixes: alert-laundering onto low-status roles, and accessibility gaps across language and sensory needs.
Its failure mode is that a board can decay into a rubber stamp or harden into a bottleneck — and it is prone to capture by the loudest senders, the sensitivity hawks who want every possible signal fired, producing urgency inflation under a veneer of governance. The classic misuse is convening a board with no affected receivers present, so it optimizes for the people who send alerts rather than the people who drown in them. The guarding discipline is to seat the low-power receivers at the table, require the miss-and-harm evidence for every decision, and time-box mandates so the board keeps deciding rather than deliberating forever.
