How it works

  • A roster. A schedule fixes who is on watch when, so at any instant there is exactly one accountable receiver for each signal, mapped to their authority and workload.
  • Single-owner assignment. Each firing routes to that on-duty owner rather than fanning out to a group, closing the accountability gap that broadcasts create.
  • A handoff protocol. At each shift change, outstanding conditions and context transfer explicitly, so nothing falls into the seam between watches.
  • A delegation and escalation lane. When the primary cannot respond, a bounded, auditable path moves the signal to a backup and, on a timer, up to an accountable authority — never into silence.

Tuning parameters

  • Watch length and rotation — how long a shift runs and how it rotates. Longer watches reduce handoffs but let vigilance decay; shorter ones stay sharp but multiply the seams where context is lost.
  • Backup depth — how many fallbacks stand behind the primary. Deep benches guarantee coverage but dilute felt ownership; shallow ones concentrate accountability but risk gaps.

A clearly owned, rotated watch keeps a live human accountable for every firing without burning any one of them out.
