Staged Disclosure Protocol¶
A phased-release protocol — instantiates Reflexive Forecast Impact Governance
Releases a reflexive forecast in controlled phases — to whom, in what order, at what detail — so those who must prepare can act before the reaction that broad release would trigger.
A forecast that would ignite a reaction the moment it goes public need not go public all at once. Staged Disclosure Protocol sequences the release: which audiences receive the forecast, in what order, at what level of detail, and under what rule for what each tier may see. Its defining move is to treat the audience list and the granularity as release dials — metering the feedback loop instead of triggering it in a single shock. That makes it distinct from its neighbours: it governs the order and boundary of release, not the behavioral guidance attached to it and not the record of the decision to release.
Example¶
On election day, an election authority (or a consortium of pollsters) holds detailed turnout and result projections under embargo until polls close, because a published "Party A will win easily" while voting is still open depresses turnout and can invalidate the projection itself — a textbook self-defeating forecast. The protocol defines the stages: at stage one, projections go only to election officials, who need them for operational readiness; at stage two, when the last polls close, the headline result is released; at stage three, full precinct-level crosstabs follow. A boundary rule fixes what detail is permissible at each stage — no precinct-level calls while any polls remain open. Pre-close exit-poll embargoes of exactly this kind are law in many jurisdictions, a real anchor for the pattern: the metered sequence lets officials prepare while denying the wider audience the information that would change how they vote.
How it works¶
Its distinguishing discipline is controlling sequence and boundary, not content or single-moment timing:
- Define the stages — set an ordered sequence of releases rather than one disclosure event.
- Assign recipients per stage — decide who receives the forecast at each tier, ordered by genuine need to prepare.
- Set the boundary per stage — fix, by rule, how much detail each tier may see, so early tiers get only what their preparation requires.
- Meter the feedback — by controlling who can act when, spread a single reaction shock into a manageable sequence.
Tuning parameters¶
- Number and spacing of stages — few coarse tiers versus many fine ones. More stages meter the feedback tightly but add complexity and widen the leak surface.
- Recipient ordering — who is served first — responders, large actors, then the public. Ordering confers advantage, so this is as much a fairness dial as an operational one.
- Boundary granularity — how much detail each stage exposes, from a bare headline to full underlying data.
- Embargo enforcement — honor-system versus binding agreement, and the penalty for a leak.
- Collapse trigger — the event (typically a leak) that abandons the schedule and forces immediate full release to everyone at once.
When it helps, and when it misleads¶
Its strength is that it lets the parties who must act — responders, operators, officials — prepare before a reaction that broad, simultaneous release would ignite, converting one feedback shock into a metered sequence that the system can absorb.
It misleads, and can do real damage, because staged release deliberately creates information asymmetry: early recipients can act on knowledge others lack, which is a genuine fairness and insider-advantage cost, not a side note.[n1] A leak makes the outcome worse than honest simultaneous disclosure would have been, since it hands the advantage to whoever broke the embargo. The classic misuse is to stage disclosure so favored insiders benefit, dressed up as public interest. The discipline is to justify the ordering strictly on need to prepare rather than privilege, to log the release decision (in Forecast Release Decision Log), and to default to the tightest schedule that still meets the preparation need.

It does not attach guidance on how to respond (response_guidance_layer → Response Smoothing Instruction), does not make the standing ethical case for disclosing at all (ethical_disclosure_justification → Public False-Alarm Explainer), and does not keep the authoritative record of the release decision (forecast_claim_record → Forecast Release Decision Log).
