Stratified Founder Selection Protocol¶
Protocol — instantiates Founding Population Composition and Drift Management
Selects founders across predeclared strata tied to viability, constituency, capability, robustness, or source-domain coverage.
If you know in advance which kinds of founders a healthy population needs, you can guarantee coverage of each kind rather than hoping a broad seed emerges. Stratified Founder Selection Protocol partitions the space of possible founders into strata declared before selection — strata justified by viability, constituency, capability, robustness, or source-domain coverage — and fills a minimum quota in each. Its defining move is the predeclared partition: the diversity it produces is structured against named categories that each have a stated operational reason, not an emergent property of widening the pool. And because a founder who is admitted to fill a stratum but has no path to descendant influence is mere decoration, the protocol also requires each selected founder a real route into the descent channel. It is selection by design against a coverage map, not by expansion or by chance.
Example¶
A city convenes a citizens' assembly to deliberate a contentious transport policy, and the legitimacy of its eventual recommendation depends entirely on who founds it — the assembly's members set the norms and framing that later shape its conclusions. Rather than recruit volunteers (who would skew toward the already-engaged) or draw a simple random sample (which could by chance miss small but essential groups), the organizers use a Stratified Founder Selection Protocol. They declare the strata in advance, each with a reason: age bands and geographic districts (constituency legitimacy), car-dependent vs. transit-dependent residents (the axis the policy turns on), and a floor for disability representation (a group whose needs are decisive but easily under-sampled).
The protocol then sorts respondents from a random civic lottery into these strata and fills each quota, so every declared category clears its floor regardless of how rare its members are in the raw pool. How it works¶
- Declare strata before selecting. Partition the founder space into categories, each with an explicit operational justification (viability, constituency, capability, robustness, coverage) — fixed in advance so the partition can't be fitted to whoever shows up.
- Set a floor per stratum. Assign each stratum a minimum it must reach, sized to why the stratum matters, not to its share of the raw pool.
- Fill each quota from an independent draw. Select founders into strata from a source that doesn't itself correlate the categories, so a stratum isn't filled with near-identical members.
- Wire each founder to the descent channel. Ensure every admitted founder has a genuine route to descendant influence, so quota-filling isn't tokenism.
- Verify coverage against the reference. Confirm the assembled cohort clears every declared floor before foundation locks.
Tuning parameters¶
- Stratification dimensions — which axes to partition on. More dimensions guarantee finer coverage but multiply quotas and can over-constrain a scarce pool into infeasibility.
- Floor heights — the minimum per stratum. High floors ensure real presence but can force selection of weak candidates to fill a rare category.
- Within-stratum independence — how uncorrelated members within a stratum must be. Strict independence prevents a stratum from being a monoculture but shrinks the eligible pool.
- Rigidity — hard quotas versus soft targets. Hard quotas guarantee coverage but can conflict with capability; soft targets flex but may quietly under-fill.
When it helps, and when it misleads¶
Its strength is guarantee: where the dimensions that matter are known in advance and some are rare enough that a random or volunteer draw would miss them, stratification ensures each clears its floor by construction. It is the direct heir of stratified sampling[n1] — but pointed at generating a population rather than estimating one, so the strata must be justified by future viability, not by resemblance to an existing distribution.
Its central failure mode is tokenistic coverage: filling a stratum with members who satisfy the quota but lack any real path to descendant influence, so the coverage is nominal and the population's actual lineage stays narrow. A subtler misuse is stratifying on convenient or politically salient axes rather than operationally justified ones, which imports the wrong reference and can shade into essentialism when the categories are identity-based. The guarding discipline is to require each stratum a stated operational purpose, wire each selected founder into the real descent channel, and keep classification of protected categories under the affected community's governance.
