Three-Horizons Impact Review¶
Method — instantiates Horizon-Calibrated Impact Forecasting
A diagnostic that interrogates whether one impact narrative is silently blending run-the-core-now, manage-the-transition, and bet-on-the-future claims — and forces each into its own horizon with its own action posture.
Most impact arguments go wrong not because the evidence is bad but because three different time horizons have been mashed into one sentence. Three-Horizons Impact Review is the diagnostic that pulls them apart. It poses horizon-specific questions to test whether a claim is really about today's operations (Horizon 1), the transition currently under way (Horizon 2), or a long-range bet on a different future (Horizon 3), and it refuses to let evidence about one horizon confirm or condemn the others. Its distinguishing idea is that it interrogates the internal structure of the narrative for horizon confusion — a disentangling method, not an external analog lookup and not a friction inventory. Its output is three cleanly separated claims, each carrying its own posture, so a declining present cannot be used to cancel a promising future, nor a shiny future to excuse a failing present.
Example¶
A regional newspaper group is stuck in a circular argument: is digital killing us or saving us? The Three-Horizons Impact Review breaks the loop by sorting the muddle into horizons. Horizon 1 is print advertising and legacy subscriptions — still paying most of the bills, and the honest posture there is defend-and-harvest, not fantasize. Horizon 2 is the paywall-plus-newsletter transition already in motion, where the posture is build-and-invest and the metrics are conversion and retention. Horizon 3 is a speculative AI-assembled hyperlocal news product that might redefine the business in a decade, where the posture is probe-and-preserve-optionality[1].
The review's real payoff is what it exposes: the executives had been letting Horizon 1's steady decline convince them Horizon 3 was hopeless — reasoning about a ten-year bet using this quarter's print numbers. Once the horizons are quarantined, each gets its own evidence standard and its own decision, and the paralysis dissolves into three distinct, tractable questions.
How it works¶
- Interrogate each claim's horizon. For every impact assertion, ask: is this about running the business now, managing the transition, or betting on the future? Assign it to H1, H2, or H3.
- Quarantine cross-horizon evidence. Explicitly block evidence about one horizon from updating the others — the review's core discipline.
- Assign a posture per horizon. Give each horizon a distinct action stance: defend/harvest for H1, build/invest for H2, probe/optionality for H3.
- Flag the leaks. Surface exactly where a claim or a piece of evidence had bled across horizons, which is usually where the original confusion lived.
Tuning parameters¶
- Horizon boundaries — where H1 ends and H3 begins, defined in the domain's own lifecycle time rather than generic calendar years. Draw them wrong and real transitions land in the wrong cell.
- Quarantine strictness — how absolutely you forbid cross-horizon inference. Strict quarantine prevents contamination but can hide genuine early warnings.
- Posture aggressiveness — how bold the stance assigned to each horizon is, especially how much present restraint you accept to protect H3.
- Horizon count — two, three, or four bands; more resolution captures staged transitions but multiplies boundary disputes.
When it helps, and when it misleads¶
Its strength is that it directly enforces the archetype's central invariant: near-term skepticism must not erase long-term option value, and long-term possibility must not license unlimited present commitment. It is the fastest way to see that a team is reasoning about a decade with a quarter's data.
Its failure mode is that the horizon labels themselves become a rhetorical shield. "It's a Horizon 3 bet" is a magic phrase that can exempt any pet project from Horizon 1 accountability forever, and because horizon boundaries are inherently arbitrary they are easy to game. The guarding discipline is to require every horizon — especially H3 — to carry its own retire trigger and to name, in advance, what near-term evidence would legitimately update the long-range claim, so optionality never becomes an alibi.
How it implements the components¶
horizon_segmented_impact_claim— its core: the single narrative split into three separately-stated, separately-evidenced horizon claims.action_portfolio_by_horizon— each horizon is bound to a distinct posture (defend, build, probe), so the review yields different commitments rather than a single stance.
It does not build the external base_rate_and_reference_class_anchor — that belongs to Technology Impact Base-Rate Review, its nearest twin: three-horizons interrogates the forecast's own internal horizon structure for confusion, whereas base-rate review compares the whole case to analogous outside histories.
