Cross Scale Intervention Matching

Match intervention scale to the scale at which the problem is generated or can be most effectively changed.

The Diagnostic Story

Symptom: Local fixes produce short-lived relief while the problem returns unchanged. The actor responsible for solving the problem does not control the conditions that generate it. Aggregate metrics improve while subgroup harm persists, or local metrics improve while system-level risk quietly grows. Every unit gets the same intervention because that is the scale the organization controls, regardless of where the causal pattern actually sits.

Pivot: Make the intervention scale explicit by mapping separately where the symptom is visible, where the cause operates, where the leverage sits, and who has authority at each level. Then choose a single scale or a coordinated multi-level action that fits the causal structure rather than the administrative convenience.

Resolution: Blame stops concentrating at the most visible level when causal responsibility is correctly assigned. Interventions produce more durable change because they act where the pattern is generated. Cross-scale harm from shifting cost or complexity to an unintended level becomes visible before it is committed.
