The Diagnostic Story

Symptom: Explanations invoke broad structural forces — the system, the technology, geography, culture — without specifying which constraints actually bind and through what mechanisms. Proposed solutions assume actors could simply choose otherwise, but repeated implementation failure suggests otherwise. Meanwhile forecasts and plans treat either everything as open or everything as inevitable, when the real question is which specific futures are structurally plausible and which are blocked by identifiable lock-in mechanisms.
