Displacement Impact Assessment¶

A pre-admission assessment estimating which incumbent uses will shrink when a new activity consumes shared substrate.
Knowing who is on the substrate and how much slack there is still leaves the decisive question open: when the entrant takes its space, which incumbents actually shrink, and by how much? Displacement Impact Assessment is the ex-ante study that answers it. It takes the entrant's stated claim, traces the causal path by which that claim reaches each incumbent — the displacement channel — and estimates the elasticity of the response: how much incumbent activity is lost per unit of substrate the entrant consumes. Its defining move is to be predictive and mechanism-specific: it does not tally what has already happened, it forecasts what will happen and through which pathway, so the decision can be made before the displacement is irreversible. It is a forecast under uncertainty, delivered as ranges with the channel made explicit, not a post-hoc reckoning of damage done.
Example¶
A regional grid operator receives an interconnection request from a new 300 MW solar-plus-storage plant that wants to inject onto a shared transmission corridor. In isolation the project is pure benefit — clean energy, jobs. The Displacement Impact Assessment asks the crowding-out question first. The entrant's claim is stated precisely: 300 MW of injection onto a corridor rated at 1,200 MW that already carries roughly 1,000 MW at peak from three incumbent generators. The channel is mapped: on high-output afternoons the corridor saturates, and the grid's dispatch rules will curtail generators in a defined merit order — so the displacement doesn't fall evenly, it lands on the two older gas peakers and, crucially, on a small hydro plant that supplies a downstream irrigation district's contractual water releases.
The assessment then estimates elasticity: for every 100 MW the solar plant injects at peak, roughly 60–80 MW of incumbent injection is curtailed, concentrated on the merit-order tail. The output is a ranged forecast with the channel named — "peak curtailment of 180–240 MW, roughly two-thirds landing on the hydro plant, which propagates to irrigation timing." That last clause is the payoff: the naive view saw a clean-energy win; the assessment shows the displacement travels a channel that reaches water deliveries no one was tracking. The number is a forecast with a wide band, offered before admission — not a bill presented after the irrigation district has already run short.
How it works¶
What distinguishes the assessment is the pairing of an explicit channel with an estimated elasticity along it:
- Pin the entrant's claim. Convert the entrant's request into substrate units and timing (how much, when, at what peak) so the impact can be traced, not just asserted.
- Map the displacement channel. Trace the causal pathway from the entrant's consumption to each incumbent — the queue, the merit order, the shared budget line, the physical crowding — so displacement is attributed to a mechanism, not averaged across the substrate.
- Estimate elasticity per channel. For each pathway, estimate incumbent loss per unit of entrant gain, using analogs, load models, or bounded pilots, and carry an honest uncertainty band.
- Deliver ranges, not verdicts. Report which incumbents shrink and by how much, with the channel and the band attached, so the decision and any floor attach to the exposed pathway.
Tuning parameters¶
- Channel resolution — whether displacement is traced to individual incumbents or lumped by category. Finer resolution finds the concentrated, vulnerable losers; coarser resolution is faster but averages them into invisibility.
- Elasticity method — analog-based, model-based, or pilot-based estimation. Pilots are the most credible and the most expensive; analogs are fast but only as good as the comparison.
- Peak-vs-average framing — whether elasticity is estimated at average load or at the binding peak. Peak framing catches the saturation moment; average framing understates concentrated displacement.
- Uncertainty band width — how wide a range is carried forward. Wider bands are honest but harder to act on; collapsing to a point invites overconfidence.
When it helps, and when it misleads¶
Its strength is that it converts "this might crowd something out" into a specific, channel-attributed forecast of which incumbent loses and how much — before admission, when phasing, floors, and offsets are still available. It is the environmental-impact-statement move applied to a shared substrate: a structured forecast of consequences a decision must confront rather than discover.[n1]
Its failure mode is the assessment that is precise about the modeled channel and blind to the one it didn't map. Elasticity estimates are soft, and a channel the analysts never drew — a second-order effect, an informal user off the model — carries displacement the forecast rates as zero. There is also a directional bias: proponents commissioning the study are tempted to narrow the channel set and pick optimistic elasticities, understating the loss. The guarding discipline is to enumerate channels adversarially (ask who else could be on the pathway), carry wide bands, and treat the forecast as a hypothesis the phase-in will test — not a settled account. The assessment predicts; it does not measure what actually happened after admission, and reading a forecast as a result is its classic misuse.
How it implements the components¶
The assessment is a predictive study filling three forecasting components:

It does not build the after-the-fact counterfactual ledger of what incumbents actually retained — that is Shadow Displacement Accounting; the assessment forecasts, the accounting reconciles. It does not set the protected_function_floor or admission_or_expansion_rule — those are decision mechanisms downstream of this forecast.
