Workflow — instantiates Displacement-Aware Capacity Admission

A plan for relocating displaced activity, expanding substrate, compensating affected parties, or substituting alternate capacity.

Sometimes the entrant is worth admitting and the displacement is real — the answer is neither "reject" nor "pretend it's fine," but "admit, and make the displaced whole." Offset or Relocation Plan is the workflow that designs and sequences that making-whole: finding the displaced activity somewhere else to go (relocation), growing the substrate so both fit (expansion), providing substitute capacity, or compensating the affected party — and then making the entrant's admission conditional on that remedy actually being in place. Its defining move is to pair every admitted displacement with a concrete, sequenced remedy owned by someone, so the newcomer's benefit does not come at an uncompensated loss. It is constructive, not protective: where a reservation fences space off and a gate stops the show, this plan builds the alternative that lets the entrant proceed without the incumbent simply vanishing.

Example

A hospital wants to convert a 24-bed general medical ward into a new interventional-cardiology unit. The clinical case is strong, but those 24 beds are shared substrate — the general-medicine service already runs near capacity, and converting the ward would displace roughly 24 beds of everyday admissions onto an already-strained system. Instead of either blocking the cardiology unit or quietly absorbing the loss into longer emergency-department boarding, the hospital builds an Offset or Relocation Plan. The workflow lays out a sequenced remedy: relocate 12 displaced general beds by reactivating a mothballed wing on the third floor (substrate expansion), substitute another 8 through an expanded hospital-at-home program for low-acuity patients, and compensate the remainder by funding two additional step-down beds at a partner facility. Each element has an owner, a cost, and a completion date.

Crucially, the admission rule the plan carries is conditional: the cardiology conversion is authorized to proceed only in step with the offsets — the ward may not be taken offline until the third-floor wing is licensed and staffed and the hospital-at-home expansion is live. The plan turns "we'll figure out the overflow later" into a dated, owned sequence, so the displaced general-medicine capacity is restored in lockstep with the space the cardiology unit takes, rather than after a winter of hallway gurneys.

How it works

The plan's distinguishing logic is a menu of remedies bound to a conditional admission sequence:

  • Choose the remedy type per displaced use. Relocation, substrate expansion, substitute capacity, or compensation — matched to what the displaced activity actually needs, since a use with no substitute cannot be "compensated" out of existence.
  • Sequence remedy before or with admission. Order the steps so the offset lands in step with the displacement, not after it, avoiding a gap where the incumbent is already out and the remedy not yet in.
  • Assign owners, costs, and dates. Each remedy element gets a responsible party and a completion condition, so the plan is executable, not aspirational.
  • Gate admission on remedy delivery. Write the admission rule so the entrant may proceed only in proportion to offsets actually delivered — a conditional authorization, not a promise.

Tuning parameters

  • Remedy mix — how displacement is split across relocation, expansion, substitution, and compensation. Expansion dissolves the conflict but is slow and costly; compensation is fast but doesn't restore the lost function to those who needed it.
  • Equivalence standard — how close the remedy must come to restoring the original use. A strict "no net loss" standard protects the displaced but can make admission infeasible; a loose one admits easily but risks a remedy in name only.[n1]
  • Sequencing tightness — how strictly offset delivery must precede or track admission. Tight coupling prevents a displacement gap but slows the entrant; loose coupling speeds admission but risks an unremedied interval.

When it helps, and when it misleads

Its strength is that it opens the middle path the archetype is built for — admitting a valuable entrant without silently sacrificing an incumbent — by turning "there will be some displacement" into an owned, dated, conditional remedy. It is what lets a decision be yes-and rather than a zero-sum fight.

Its failure mode is the offset that exists on paper and not in function: capacity "relocated" to a site the displaced users can't reach, compensation paid for a public good that money can't reconstitute, or expansion promised but perpetually behind schedule while the entrant proceeds on time. Mitigation is where displacement-aware admission most often launders a loss into a checkbox — the remedy is announced, the entrant admitted, and the offset quietly never fully materializes. The guarding discipline is to demand equivalence and additionality, gate admission on delivered (not promised) offsets, and verify that relocated capacity actually serves the same users. The plan constructs the remedy; it does not itself watch whether displacement later exceeds the threshold — that stop belongs to Moratorium and Reversal Gate.

How it implements the components

The plan is a constructive-remedy workflow filling two components:

  • mitigation_relocation_or_offset_path — designs and sequences the concrete remedy (relocate, expand, substitute, or compensate) that makes the displaced activity whole.
  • admission_or_expansion_rule — encodes the conditional authorization: the entrant proceeds only in step with offsets actually delivered.

It does not set the protected_function_floor that would fence capacity off instead of remedying its loss — that is Capacity Reservation Rule.
