Displacement Aware Capacity Admission

Before admitting or expanding one activity in a finite shared substrate, identify what it will displace and protect, resize, phase, offset, relocate, or reject the expansion accordingly.

Intent

Use this archetype when a new or expanded activity appears beneficial in isolation but may consume a finite substrate that an incumbent activity already depends on. The practical move is to make the substrate, incumbent baseline, and displacement channel explicit before admission, then govern the entrant with floors, phase gates, offsets, relocation, capacity expansion, or rejection.

Operating sequence

  1. Name the finite shared substrate and choose the capacity unit.
  2. Establish the incumbent use baseline, including informal and public-good uses.
  3. Describe the entrant or expansion claim and how much substrate it requests.
  4. Map the displacement channel and estimate slack and displacement elasticity.
  5. Define protected floors and decision criteria.
  6. Admit, resize, phase, relocate, offset, expand capacity, or reject.
  7. Monitor observed displacement and use moratorium or reversal triggers when thresholds are crossed.

Distinction from neighbors

This is not generic allocation, because allocation can optimize a chosen objective while erasing the fact that a new use displaced an old one. It is not merely opportunity-cost prompting, because the intervention requires substrate accounting and post-admission monitoring. It is not commons governance unless the central problem is collective overuse or depletion; crowding out can occur even when the substrate remains intact but changes who gets to use it.
