Its defining move is twofold and qualitative: it constructs the belief-order map for this specific choice, and it caps the depth the group will reason to, declaring a rung past which the team refuses to strategize because there is no longer any evidence up there — only guessing about guessing. Example

A startup is deciding whether to ship a feature its larger competitor could copy within weeks. In the workshop, a facilitator builds the ladder on a whiteboard. Rung zero (first-order evidence): users clearly want this. Rung one: we expect the competitor will copy it. Rung two: we expect the competitor expects us to hold it back for fear of being copied. Rung three: we expect them to expect us to expect that… — and the room can feel the ground turn to air. The facilitator draws a hard line under rung two and states the rule: the team will plan against rungs zero through two, where there is real signal, and will treat everything above as unknowable. The decision gets made on the mapped, bounded ladder rather than on an infinite regress nobody can win.

How it works

The session proceeds in three passes. First, name the frame: actors, the object of selection, the payoff for matching or anticipating others. Second, climb the ladder aloud, eliciting each rung and pinning it up, explicitly marking where independent evidence stops and pure recursion begins. Third, set the depth limit: choose the rung past which the group will not reason, and write down why. The output is a visible map plus a stop-at-rung-k rule, handed downstream to whoever must choose or anchor. Its distinctive contribution is precisely the limit — the deliberate refusal to keep climbing.

Tuning parameters

  • Actors mapped — how many parties' expectations are laddered. More actors capture the real field but multiply rungs and can overwhelm the board.
  • Rung granularity — how finely each "expects that" step is split. Finer steps expose subtle loops but slow the session and invite false precision.
  • Depth-limit placement — which rung the group stops at. A low limit keeps reasoning grounded but may miss a real strategic layer; a high one risks the regress the workshop exists to end.
  • Evidence tagging — how strictly each rung is marked as evidenced versus speculative. Strict tagging clarifies where the ground ends but can feel pedantic mid-flow.

When it helps, and when it misleads
