Example¶
A national election authority embargoes exit polls and running vote counts until the last polling station closes. Without the embargo, early results from the eastern time zones would broadcast an apparent winner while voters in the west are still deciding — and some would swing toward the visible frontrunner, or simply stay home believing the outcome settled. The lag holds that signal back: the tally exists, it is being counted, but it is not shown until every voter has had an uncontaminated turn. Only when the decision window has closed everywhere is the signal released. The mechanism never asks any voter what they think; it simply denies the field a cue that would otherwise let momentum vote for itself.
How it works¶
The control identifies the specific contaminating signal, then imposes an embargo, delay, or full blind on it for exactly the interval in which visibility would distort downstream choices. Enforcement is technical where possible — no live tallies rendered, no early feeds — and rule-based where not. When the decision window closes, the signal is released in full. Its distinctive discipline is surgical scope: it blinds one cue for one window, on the theory that the signal is not harmful in itself, only harmful when it can feed forward into choices not yet made.
Tuning parameters¶
- Embargo window — how long the signal is withheld. A window matched to the decision period blocks contamination cleanly; too short leaks the cue, too long needlessly starves people of information.
- Blind depth — full blinding versus partial delay or coarsening. Full blinding maximally protects independence but withholds the most; a lagged or blurred release balances protection against transparency.
- Enforcement strength — how hard the embargo is to circumvent. Strong technical enforcement holds the line but is costly; weak, honor-based embargoes leak to whoever is determined.
- Signal coverage — which cues are covered. Blinding only the genuinely contaminating signal keeps the intervention proportionate; over-broad coverage tips into suppression.
When it helps, and when it misleads¶
Its strength is that it directly interrupts the bandwagon effect — the tendency to move toward an option precisely because it is seen to be gaining — by denying the field the visible momentum the bandwagon needs.[n1] Where an anchor coordinates people toward a criterion, this mechanism does the complementary work of stopping a raw popularity cue from coordinating them toward itself.
Its failure mode is that withholding information has real costs and real risks: people often want a signal for legitimate reasons, determined actors leak it anyway, and an embargo can shade into censorship. The classic misuse is dressing up suppression as blinding — withholding a signal that ought to be public because its content is inconvenient, not because it is contaminating.
