Institutional Genealogy¶
Method — instantiates Function-Without-Intent Caution
Traces how a rule, practice, category, or institution developed over time so current function is not mistaken for original purpose.
Institutional Genealogy reconstructs the developmental history of a rule, category, practice, or institution to show that what it does now and what it began as are often two different things joined by drift, accretion, and repurposing rather than by a single guiding design. Its defining move is temporal: it separates origin from current function by walking the actual sequence — what problem the thing first addressed, what changed around it, when its effect shifted — and it explicitly allows for the possibility that no one designed the current function at all, that it is the residue of many small decisions under conditions that have since vanished. Where a designer's records exist it uses them, but its natural terrain is the undesigned institution whose present role emerged. To test its story it asks a counterfactual: if the original conditions had been different, would this function exist today?
Example¶
A city's single-family-only zoning on a particular corridor currently functions to keep the neighborhood expensive and demographically narrow. It is tempting to read the rule as having been written to exclude. Institutional Genealogy traces the sequence instead. The origin-function distinction surfaces a messier lineage: the earliest setback and lot-size rules were justified as fire-spacing and sanitation measures; a mid-century revision layered on lot minimums framed as "neighborhood character"; only decades later, as regional housing prices climbed, did the accumulated rules begin functioning as an exclusion mechanism — a role no single ordinance announced. The analyst then runs a counterfactual origin test: had the region never experienced its later housing shortage, the same rules would have produced far milder exclusion, which tells her the exclusionary function is substantially a product of later conditions, not baked into the original text. Her genealogy supports a precise claim — emergent exclusionary function via accreted rules under changed market conditions — that neither "it was always racist by design" nor "it's just old zoning" captures.
How it works¶
- Build the timeline of the thing itself. Order the successive versions, revisions, and reinterpretations; the object is the evolving rule/practice, not the people (that is Intent Audit's subject).
- Locate the function shift. Find the point where the current effect appears, and note what changed around the rule to activate it.
- Assume drift by default. Treat continuity of function as the thing to be proven, not assumed; institutions frequently keep a form while its function turns over.
- Run the origin counterfactual. Vary the founding conditions and ask whether today's function survives — this separates function-baked-in-at-origin from function-produced-by-later-context.
Tuning parameters¶
- Time depth — how far back the genealogy reaches. Deeper catches the true origin but multiplies uncertain reconstruction; shallow risks mistaking a recent layer for the beginning.
- Object vs. actor focus — how strictly you keep to the evolving institution rather than sliding into who-intended-what. Drift toward actors duplicates Intent Audit.
- Counterfactual severity — how large a change you make to founding conditions in the test. Bigger swings sharpen the origin-vs-context split but strain plausibility.
- Continuity skepticism — the prior you assign to "same form means same function." Higher skepticism catches repurposing; too high manufactures ruptures that were not there.
When it helps, and when it misleads¶
Its strength is dissolving the false binary between "designed for this all along" and "means nothing" — it recovers the emergent and repurposed histories the archetype is built to protect. Its failure mode is origin fixation: over-investing in the founding moment as if it settled the present, which shades into the genetic fallacy of judging a thing's current worth or meaning by where it came from.[n1] The classic misuse is deploying a benign origin to excuse a harmful present ("it started as a fire-safety rule, so it can't be exclusionary now") — origin is context, not absolution. The guarding discipline is to hand the present-day evaluation to Current Use Mapping and to treat the genealogy as explaining how the current function came to be, never as licensing or condemning it.
How it implements the components¶
origin_function_distinction— its central product: an explicit separation of what the institution began as from what it now does, with the drift between them narrated.counterfactual_origin_test— it varies founding conditions to test whether the current function is intrinsic to the origin or a product of later context.
It does NOT describe the present mechanism that sustains the function right now (causal_pathway_context) — that's Functional Analysis — and does NOT inventory today's beneficiaries and harms (current_use_map, beneficiary_harm_map) — that's Current Use Mapping; those two are its same-type siblings.
