Adaptive governance — instantiates Satisficing Threshold Design
Instruments a settled choice with outcome and floor signals and pre-declared trigger levels, so that when realized performance crosses a line the decision reopens on evidence — and each reopening feeds the next threshold rather than just repeating the last.
A Performance-Triggered Reopen Review treats acceptance as conditional and reversible. Once an option is chosen and in service, this mechanism watches how it actually performs against the needs it was accepted to meet, and it reopens the decision when realized outcomes cross a pre-declared trigger — not on a whim, and not on a new preference, but on evidence that the option has stopped being sufficient. Its defining move is that the reopen condition is set in advance and tied to real-world results: a monitored signal, a materiality threshold, and a funded path back to renewed search. And because a reopening is a chance to learn, the mechanism folds each one back into a review cadence, so the next threshold is informed by what actually happened rather than frozen at the original guess. It is the archetype's answer to lock-in on one side and perpetual churn on the other.
Example¶
A community nonprofit contracts a vendor to deliver hot meals to homebound seniors — a two-year agreement accepted because, at selection, the vendor cleared the cost, capacity, and food-safety bars. Rather than declaring the decision closed, the program instruments it: on-time-delivery rate, meal-temperature-on-arrival, and complaint volume are tracked monthly against baselines, with pre-declared triggers (on-time below 92% for two consecutive months, or any food-safety floor breach, forces a review). Nine months in, on-time delivery slips to 88% and holds — the trigger fires. The program does not wait out the contract on sunk-cost inertia; it opens a bounded renewed search while a fallback caterer covers the gap, and it uses the failure to sharpen the next specification (adding a route-density clause the original threshold lacked). The choice reopened on evidence, the seniors kept eating, and the standard got smarter.
How it works¶
- Instrument the real need, not just contract compliance. Track outcome and floor signals that measure whether the option still meets the underlying need, including delayed or distributional harms.
- Pre-declare the triggers. Set materiality thresholds and cadence before performance data arrives, so reopening is evidence-driven rather than argued case by case.
- Reopen with a fallback armed. When a trigger fires, activate containment or a fallback and open a bounded renewed search — reopening is funded, not merely announced.
- Feed the reopening into the review cadence. Each trigger event updates the threshold, the measures, or the search design at a scheduled review, separating true insufficiency from mere wish-list enhancements.
Tuning parameters¶
- Trigger sensitivity — how far performance must fall, for how long, before a reopen fires. Sensitive triggers catch decay early but risk perpetual reopening; dull ones stabilize commitment but tolerate slow harm.
- Signal set — which outcomes are monitored. Broad instrumentation catches distributional and delayed harm but costs measurement; narrow instrumentation is cheap but blind to what it omits.
- Review cadence — how often scheduled learning reviews run alongside the event-based triggers. Frequent reviews adapt fast but burden the program; rare ones let obsolete thresholds persist.
- Enhancement filter — the rule that distinguishes genuine insufficiency from a new preference. A strict filter protects commitment; a loose one lets every wish reopen a settled choice.
When it helps, and when it misleads¶
Its strength is that it keeps a good-enough choice good enough over time, protecting against both lock-in and threshold gaming, and it turns each failure into a threshold improvement instead of a repeat. Its failure mode is at both extremes: triggers ignored under escalation of commitment — the sunk-cost pull to keep pouring resources into a failing choice rather than admit the reopen condition was met[n1] — or, conversely, perpetual reopening in which every new preference is mislabeled an insufficiency and nothing ever stays decided. The classic misuse is punitive monitoring that discourages the very adverse-signal reporting the triggers depend on. The guarding discipline is a protected, independent reporting channel, a materiality rule that fires reopening on evidence rather than mood, and standing fallback capacity so a trigger can actually be acted on.
