Minimum Service or Quality Floor¶
Protected standard — instantiates Satisficing Threshold Design
Fixes a set of nonnegotiable conditions — safety, rights, access, legality — that no strong score on anything else may buy back, each backed by a construct-valid test so "meets the floor" cannot be faked.
A Minimum Service or Quality Floor is a set of noncompensable conditions: things a candidate must satisfy outright, where no amount of excellence elsewhere can offset a failure. Its defining move is non-compensation — the floor is a conjunctive gate, evaluated separately from and prior to any preference score, so a cheap or fast or otherwise dazzling option that breaches the floor is simply out. It is not a high bar and not a preference weighted heavily; it is a bar of a different kind, one that trade-offs are forbidden to cross. And because a floor is only as real as the test that proves it, this mechanism pairs each floor with a construct-valid, accessible measurement so that "meets the floor" means the real condition holds, not that a proxy was ticked.
Example¶
A transit agency is procuring its next fleet of city buses. Cost, fuel economy, and warranty terms are preferences that can trade against each other. But step-free boarding, a working wheelchair ramp with a compliant slope, and securement positions are floors — conditions the agency will not let a low bid or a great fuel figure compensate for, because a rider who uses a wheelchair either can board or cannot. So the floor is separated from the scoring entirely: each bus must pass an accessibility test that is validated against actual boarding by riders with mobility devices, not merely against a spec sheet that claims "ADA-compliant." One low-cost model quotes the lowest lifecycle cost of the field but its ramp fails the loaded-slope test; under the floor it is eliminated before cost is even considered. The floor did not make the agency pay more on principle — it made a real, non-tradeable rider need unbypassable, and it made "accessible" mean tested-accessible.
How it works¶
- Name the nonnegotiables and their authority. Each floor is stated with the safety, legal, rights, feasibility, or accessibility basis that makes it non-tradeable.
- Gate conjunctively, before scoring. Every floor must pass; a breach eliminates the candidate regardless of any preference score. There is no total to hide a failure in.
- Bind each floor to a valid test. The pass condition is a construct-valid, accessible measurement of the real condition — verified against outcomes, not a self-declared proxy.
- Record breaches and route exceptions upward. A floor failure is logged; any deviation goes to a separate exception authority rather than being silently absorbed.
Tuning parameters¶
- Floor set membership — which conditions are truly noncompensable versus merely important. Too many floors and nothing qualifies; too few and real harms get traded away.
- Test stringency — how demanding each floor's pass condition is. Stricter tests protect the need but can exclude candidates who meet the real condition through an unusual route.
- Construct validity effort — how hard the test works to measure the real outcome rather than an easy proxy. More validity resists gaming but costs assessment effort.
- Accessibility of the standard — whether the floor's own test is reachable by all candidates. A floor measured by an inaccessible procedure can itself become an exclusion.
When it helps, and when it misleads¶
Its strength is that it protects the conditions that must never be laundered through an aggregate — the reason a serious selection separates a conjunctive floor from a compensatory score, exactly as a legal accessibility mandate such as the Americans with Disabilities Act functions as a floor rather than a factor to be weighed.[n1] Its failure mode is the minimum becoming the ceiling — a floor set as a survivable minimum quietly redefines the goal as bare compliance, and improvement above the line stops. The classic misuse is a floor written as an inaccessible or proxy test — "ADA-compliant per the brochure" — that passes on paper while the real condition fails. The guarding discipline is to validate every floor test against actual outcomes, keep the floor distinct from the aspiration it sits beneath, and audit for candidates who meet the need but fail an over-specified test.
How it implements the components¶
noncompensable_floor_set— the mechanism is the set of conjunctive, non-tradeable conditions and the rule that no score may override them.evidence_and_measurement_protocol— it binds each floor to a construct-valid, comparable, independently checkable test, so passage measures the real condition rather than a proxy.
It does not compute the statistical confidence margin on a noisy measurement (uncertainty_and_confidence_margin) — that is Threshold with Confidence Bound, which shares this mechanism's concern with evidence but governs how *sure a reading is rather than which conditions are non-tradeable. Nor does it grant time-limited exceptions to a floor under urgency (exception_and_escalation_rule); that is Emergency Temporary Threshold, which relaxes the compensable bar while holding these floors fixed.*

Notes¶
A floor and an aspiration are complements, not duplicates: the floor answers "what can never be traded away?" and the aspiration answers "how good is good enough on the dimensions that can trade?" Confusing them is how a compensatory score ends up quietly absorbing a safety or rights failure — the exact harm the floor exists to prevent.
