Horizon Scanning System¶
Continuously scan the external environment for emerging changes before they become obvious or urgent.
The Diagnostic Story¶
Symptom: Changes that should have been visible six months ago are arriving as surprises. Teams are busy reading what is already urgent, so weak or ambiguous external signals never get interpreted before they turn into crises. Different parts of the organization catch fragments of the same trend but no one assembles the picture. Planning keeps running behind reality.
Pivot: Create a recurring scan loop that claims specific external domains, draws from diverse signal sources, captures and interprets observations, and routes meaningful patterns to planning or governance before they become obvious. The loop preserves uncertainty rather than forcing premature forecasts.
Resolution: Emerging change reaches decision-makers while options still exist. Strategic blind spots shrink because attention is deliberately distributed across varied sources. Planning inputs arrive earlier and with explicit confidence levels, making the organization more adaptive to what is developing rather than reactive to what has already arrived.
