Continuously scan the external environment for emerging changes before they become obvious or urgent.
The Diagnostic Story¶
Symptom: Changes that should have been visible six months ago are arriving as surprises. Teams are busy reading what is already urgent, so weak or ambiguous external signals never get interpreted before they turn into crises. Diagnostic problem
A system reacts late because it lacks a repeatable way to notice, interpret, and route external changes while those changes are still emerging and uncertain.
What this problem means
The structural problem is late attention. The system's official metrics, routines, and incentives are tuned to current operations, but external change begins elsewhere: in weak signals, policy agendas, fringe practices, adjacent markets, field observations, technical communities, local experiments, or slow-moving contextual shifts.
