Objective Weighting Governance¶
Govern how competing objectives are weighted so optimization does not hide value judgments.
The Diagnostic Story¶
Symptom: A composite score ranks options and nobody can explain why one objective counts more than another; stakeholders accept the inputs but challenge the final score as unfair or arbitrary. Changing the weights slightly changes winners and thresholds, and those weights remain unchanged even as context, goals, law, or stakeholder expectations have shifted around them.
Pivot: Make weights and compensability assumptions explicit; establish a legitimate weight-setting and review process with traceable authority; test sensitivity to plausible alternative weights before consequential deployment; and define a revision procedure for changing conditions or contested outcomes.
Resolution: Multiobjective decisions become more legitimate because the value tradeoffs inside them are visible and contestable; fragile or arbitrary rankings are detected early; and decision systems remain maintainable rather than accreting undocumented weight choices that no one can defend or revise.

Diagnostic problem
A composite score or optimization objective embeds value tradeoffs that stakeholders cannot inspect, challenge, legitimate, or revise.
What this problem means
A composite objective can make normative tradeoffs look technical. The system appears to optimize a neutral score, but the score may hide who decided that one objective matters more than another, whether objectives may compensate for one another, and whether affected parties can understand or challenge the result.
This creates a structural risk: the decision rule can become legitimate-looking while concealing contested value judgments.
