The Diagnostic Story

Symptom: Low-probability disruptions are dismissed as implausible until they materialize — at which point the organization improvises with panic planning, because contingency documents exist but are not connected to impact pathways, response options, owners, or maintained capabilities. Preparedness decays between events; risk registers list events without explaining how they propagate or what option would be activated.

Pivot: Generate bounded wild-card event classes, map how they could affect the system, identify exposure and possible precursors, define proportionate contingency options and readiness thresholds, and review preparedness as context changes.

Resolution: Rare but consequential disruption pathways are recognized earlier, with options, owners, authorities, and thresholds defined before crisis rather than improvised during it. Strategy becomes less brittle because critical dependencies and irreversible exposures are visible, and imagination stays disciplined — neither normalcy bias nor catastrophizing dominates.
