Is-Ought Problem

Hume's principle that no purely descriptive premises can by themselves deductively entail a normative conclusion — so any move from 'is' to 'ought' requires an explicit, defensible bridging value premise, and its absence marks a category error.

Core Idea

The is-ought problem is the metaethical principle, originating in David Hume's A Treatise of Human Nature (1739, Book III, Part I, §I), that no set of purely descriptive premises — stating what is the case, what causes what, or what obtains in nature — can by itself deductively entail a normative conclusion stating what ought to be done, valued, or pursued. Hume's observation is that moral writers pass, without explicit justification, from premises connected by "is" and "is not" to conclusions framed in "ought" and "ought not," and that this inferential move demands a bridging normative premise that must itself be made explicit and defended on its own grounds. Remove the normative bridge and the purely descriptive premises cannot reach the normative conclusion; they are of different logical kinds, and validity preserves kind.

The is-ought problem is coextensive with what is sometimes called Hume's Law but is the more widely used label in contemporary metaethics and philosophy of science, and should be distinguished from G. E. Moore's naturalistic fallacy (1903), which is the distinct claim that "good" cannot be defined in terms of any natural property (the open-question argument). The is-ought problem is an inferential gap about what conclusions follow from descriptive premises; Moore's naturalistic fallacy is a definitional gap about how ethical terms can be analyzed. Both are frequently invoked together but operate at different levels. The principle functions as the backbone of the fact/value distinction and is operationally deployed across analytic ethics, political philosophy, legal philosophy (Hart's separation of law as it is from law as it ought to be), and philosophy of science (scientific findings about what is the case do not, without additional normative premises, determine what policy ought to be adopted). Its practical use is the diagnostic question — where is the implicit normative premise? — which surfaces hidden value commitments in arguments that present themselves as purely empirical.

What It Is Not

  • Not Moore's naturalistic fallacy. The two are endlessly conflated but cut at different levels: the is-ought problem is an inferential gap (no purely descriptive premises entail a normative conclusion), while Moore's naturalistic fallacy is a definitional gap (no natural property defines "good"). An argument can honor one while committing the other, so collapsing them hides which objection is actually being made.
  • Not a verdict that morality is groundless or ethical reasoning impossible. The principle constrains argument form and legislates no ethical content; it does not show that "ought" claims are unjustified, only that they require an explicit, defensible bridging premise. It demands that values be avowed, not that they be abandoned.
  • Not the claim that facts are irrelevant to ethics. Descriptive findings still bound and inform normative deliberation and supply the non-normative premises every real argument needs; the gap denies only that facts by themselves settle an "ought." A fact joined to an avowed value grounds a prescription perfectly well.
  • Not a law of nature. It is a logical/metaethical constraint on inference — an instance of validity preserving logical kind (a conclusion's content-kind must already be present in the premises) — not an empirical regularity. It predicts nothing about the world; it governs what follows from what.
  • Not violated merely by including an "ought" premise. What cannot reach a normative conclusion is a set of purely descriptive premises; an argument that openly admits a normative premise is untouched. The gap lies between is and ought, not within reasoning that has owned its values.
  • Not a separate problem from Hume's Law. The two labels are coextensive — the is-ought problem just is the inferential statement sometimes called Hume's Law, with "is-ought problem" the more common term in contemporary metaethics. They are not two distinct theses to be reconciled.

Scope of Application

Because the is-ought problem is a typed diagnostic — fixing the gap as inferential, then demanding any normative conclusion own an explicit, defended bridging premise — rather than a mechanism, it applies wherever its precondition holds: an argument that reaches a normative conclusion and is evaluated by reasons. The fields below are real uses of the identical diagnostic, not metaphor; past a normative conclusion (in chemistry, ecology, distributed systems) it is vacuous, since those substrates yield no "ought" for the test to engage.   • Metaethics — underwrites non-cognitivism (Ayer, Stevenson, Blackburn), error theory (Mackie), and constructivism (Korsgaard, Rawls), each accounting for the fact-value relation under the constraint that facts do not entail values.
  • Normative and applied ethics — bioethics, environmental ethics, and AI ethics arguments must combine empirical premises with avowed ethical principles to reach any prescription.
  • Political philosophy — constrains how empirical findings ("this policy reduces inequality") become recommendations ("this policy ought to be adopted") only via an added normative premise.

Clarity

The is-ought problem's distinctive clarifying work is to fix the kind of gap in play, and so to keep it from collapsing into a neighbor it is endlessly confused with. By naming the failure as inferential — descriptive premises cannot deductively reach a normative conclusion because validity preserves logical kind — it separates the problem cleanly from Moore's naturalistic fallacy, which is a definitional gap about whether "good" can be analyzed in terms of any natural property. A practitioner who holds the two apart can see that an argument might honor the is-ought gap (supplying an explicit normative premise) yet still commit a Moorean definitional move, or vice versa; conflating them, as much ethical writing does, hides which objection is actually being made. The is-ought problem licenses reasoning moves organized along two axes the V2 framing foregrounds: which kind of gap is at issue (inferential versus definitional), and which descriptive discipline is reaching for a prescription — with one diagnostic question serving both.

Diagnostic — type the gap (infer which objection is actually in play): the distinctive first move is to fix the kind of failure before evaluating it. Confronting "you can't get an ought from an is," the analyst infers whether the complaint is inferential (descriptive premises cannot deductively reach a normative conclusion, because validity preserves logical kind) or definitional (Moore's claim that no natural property defines "good"), and assigns the is-ought problem specifically to the first. Applied to any argument that presents itself as purely empirical while concluding with an "ought," the analyst infers from the descriptive-to-normative transition to an unavowed normative premise, and reads a recurring category error: a discipline moving from "this is how things are (or evolved, or test out)" to "this is what we ought to do" is not making a contestable empirical claim but quietly importing a value commitment it has not defended. The move is to surface that commitment and ask whether it was avowed and defended, converting an apparently empirical disagreement into a normative one (or revealing both kinds in play).

Interventionist (name the move and predict the repair or exposure): the move the principle licenses is to force the bridging normative premise into the open. An argument invalid as stated is predicted to become valid once an explicit normative premise of the right kind is supplied, after which its force depends entirely on whether that premise is defensible — so making the premise explicit either repairs the argument (if the premise holds) or exposes its emptiness (if it cannot be defended). The interventionist reasoning prevents the rhetorical move of treating a descriptive premise as if it carried the normative conclusion by itself, and predicts that the locus of genuine contention will shift, once the bridge is named, from the facts to the value.

Boundary-drawing (the inferential/definitional line, and the standing of evidence): the concept's central boundary is the inferential-versus-definitional distinction, which keeps it from being confused with Moore's naturalistic fallacy and from the broader fact/value distinction (of which it is the inferential statement). A second boundary fixes the standing of scientific findings at the policy interface: empirical results bound and inform normative deliberation without ever settling it on their own, so the analyst draws the line at the limits of expertise — descriptive authority licenses descriptive but not categorical-normative pronouncements. The regime in which the principle has traction is normative discourse, the activity of giving and demanding reasons for action; the analyst predicts it is vacuous to apply "cannot derive ought from is" where no normative conclusion is at stake.

There the construct is not a metaphor but the standard diagnosis of a real category error, because each such argument genuinely carries a normative conclusion and so genuinely falls under the precondition; the recurring "the facts tell us what to do" pattern is handled by one question rather than a bespoke rebuttal per field. The boundary to mark for an instrument of this kind is instrument-reach versus over-reading, not mechanism-versus-metaphor: the construct has traction exactly as far as a normative conclusion is in play and is vacuous beyond it — applying "cannot derive ought from is" to chemistry, ecology, or distributed systems is empty, since those substrates yield no "ought" for the test to engage. Examples

Canonical

Hume's own passage in the Treatise (1739, Book III) is the defining case: he notes that moralists proceed, imperceptibly, from propositions joined by "is" to ones joined by "ought," and insists this change be "observed and explained." Consider a bare instance. From the descriptive premise "eating meat causes animal suffering," one cannot validly deduce the normative conclusion "one ought not eat meat." The syllogism is missing a term: only when the bridging normative premise "one ought not cause avoidable animal suffering" is added does the inference become valid — and at that point the argument's whole force rests on whether that added premise can itself be defended. The descriptive fact, alone, licenses nothing prescriptive.

Mapped back: "eating meat causes suffering" is the descriptive premise; "one ought not eat meat" is the normative conclusion; their disconnection is the non-entailment gap (validity preserves logical kind); and "one ought not cause avoidable suffering" is the bridging normative premise, which the locating diagnostic — where is the implicit normative premise? — forces into the open to be defended.

Applied / In Practice

Legal philosophy deploys the identical diagnostic in H. L. A. Hart's defence of legal positivism (his 1958 exchange with Lon Fuller). Hart insists that what the law is — a matter of social fact, of rules that officials actually accept and enforce — is one question, and what the law morally ought to be is another; a statute can be legally valid yet deeply unjust. One cannot infer from a rule's mere existence that it is morally binding, nor conclude that an unjust rule "is therefore not law," without importing a normative premise. Keeping the two apart, Hart argues, preserves the clarity needed to both obey and criticise the law.

Mapped back: "this rule is enacted and enforced" is the descriptive premise about law as social fact; "one ought to obey it" or "it ought to exist" is the normative conclusion; Hart's separation enforces the non-entailment gap and the standing-of-evidence boundary — facts about legal validity inform moral deliberation without settling it — so any move to obligation must own its bridging normative premise.

Structural Tensions

T1: Deductive non-entailment versus how facts actually bear on values (the narrow point over-read). The principle is airtight about deductive validity: no purely descriptive premises entail a normative conclusion because validity preserves logical kind. But much genuine moral reasoning is not deductive — it is inductive, abductive, reasoning from thick evaluative descriptions, or inference to the best normative explanation — and critics press that the gap is a narrow claim about one inferential form that leaves untouched the many non-deductive ways facts constrain and motivate values. The tension is that the principle's precise, defensible core ("facts alone do not entail an ought") is routinely inflated into a sweeping one ("facts are irrelevant to ethics" or "morality is groundless") that the logical point does not support. Its rigor lives in the deductive frame; its rhetorical uses regularly spill past that frame's edge. Diagnostic: Is the argument being faulted for a failed deductive entailment, or is a non-deductive way that facts bear on the value being dismissed under cover of the narrow logical point?

T2: A barrier that blocks versus a bridge always available (the principle never forbids, only relocates). "You cannot derive an ought from an is" sounds like a wall against a class of conclusions, but it forbids nothing: any normative conclusion can be reached from any descriptive premise once a bridging normative premise is supplied, and the principle itself says nothing about whether that premise is any good. Its whole force is diagnostic and relocative — it moves the dispute from the facts to the named value — not prohibitive. This cuts two ways: the principle is impossible to violate in a way that cannot be repaired by making a premise explicit, which is its honesty; but it is also why invoking it settles no substantive question, since the real work (defending the bridge) begins exactly where the principle falls silent. It is bookkeeping that insists values be avowed, mistaken for an argument that they cannot be had. Diagnostic: Does invoking the gap here actually defeat the conclusion, or merely require that the bridging value be stated — after which the live question is the premise the principle cannot adjudicate?

T3: Inferential typing versus definitional entanglement (the clean split may smuggle a metaethics). The concept's signature move is to fix the gap as inferential and hold it cleanly apart from Moore's definitional naturalistic fallacy, so an argument may honor one while violating the other. That typing is genuinely clarifying — but it is not metaethically neutral. If a naturalist is right that moral properties simply are certain natural properties, then descriptive premises about those properties could carry normative content and the inferential gap would soften or dissolve; the confident "inferential, not definitional" separation presupposes that "is" and "ought" are different logical kinds all the way down, which is exactly what ethical naturalists dispute. T4: The engaging precondition versus the sharpness of the is/ought line (thick concepts blur the trigger). The instrument has traction exactly where a normative conclusion is in play and is vacuous otherwise — a clean boundary that presupposes one can tell descriptive from normative content in the first place. But thick evaluative concepts — cruel, healthy, flourishing, corrupt — carry descriptive and evaluative freight at once, so whether a given premise or conclusion is "purely descriptive" or already "normative" is frequently the contested question, not a given. The tidy rule "engages iff an ought is at stake" thus rests on a sortal between is and ought that the hardest cases deny, and the diagnostic can be deployed to manufacture a gap (by insisting a thick term is really descriptive) or to hide one (by treating a smuggled value as mere description). The precondition that bounds the instrument is only as sharp as the is/ought line itself. Diagnostic: Is the descriptive premise here genuinely value-free, or a thick concept whose evaluative content is being classified as descriptive to make the gap appear or disappear?

T5: Autonomy versus reduction (a metaethical instrument or the instance of validity). The is-ought problem is a named metaethical diagnostic with proprietary cargo — the inferential/definitional typing, the categorical-normative bridging requirement, the science-policy standing of evidence, the explicit contrast with Moore, coextension with Hume's Law — that transfers literally across every sub-substrate of normative discourse and every discipline-bridging fact-to-prescription case. But its portable kernel is more general: the content-kind of a valid deductive conclusion must already be present in its premises, the province of validity / deductive_reasoning, with the value content housed in normativity and the parent fact_value_distinction. Those primes carry the exportable logic; the metaethical furniture stays home, and beyond a normative conclusion the instrument is simply vacuous. The tension is between a metaethical diagnostic that earns its own name and apparatus in ethics and the recognition that its transferable logical core is just validity applied to a value/fact kind-distinction. Diagnostic: Resolve toward the parents (validity, fact_value_distinction) when stating the general logical principle; toward the named is-ought problem when diagnosing a smuggled value premise in normative argument in situ.

Structural–Framed Character

The is-ought problem is best placed framed-leaning: it carries an unusually clean structural kernel — a logical necessity — but everything that makes it the is-ought problem in particular is bound to, and constituted by, the human practice of normative reasoning. The five criteria split, with the balance tipping framed. Evaluative_weight is moderate and points framed: while the bare logical principle (validity preserves kind) is neutral, the entry as deployed is a diagnostic that convicts — to flag an argument as sliding from is to ought is to charge it with a category error, an unavowed value smuggled past inspection, which is a fault-finding verdict rather than a neutral description of a mechanism. Human_practice_bound is decisively framed: the instrument has traction only where a normative conclusion is in play — the giving and demanding of reasons for action — and the entry itself insists it is "vacuous" applied to chemistry, ecology, or distributed systems, substrates that yield no "ought" for it to engage. It does not run observer-free the way isostasy does; it exists only inside the practice of ethical argument. That skeleton is a genuine structural prime (validity / deductive_reasoning), which is exactly why the is-ought problem does not sit at the pure framed pole with a fallacy-verdict like ad hominem: it has a real logical spine. Structural Core vs. Domain Accent

This section decides why the is-ought problem is a domain-specific abstraction and not a prime, and it carries the case for its domain-specificity in one place.

What is skeletal (could lift toward a cross-domain prime). Strip the metaethics and an unusually clean structural kernel survives: the content-kind of a valid deductive conclusion must already be present in its premises, so no premise-set lacking kind K can entail a K-conclusion. The portable pieces are abstract — a class of premises of one kind, a conclusion of another kind, and the guarantee that valid inference preserves kind, so a premise-set missing the target kind cannot reach it without an added premise that supplies it. That kernel is a genuine structural prime — kind-preservation under valid deductive inference — which is exactly why the entry instantiates validity / deductive_reasoning, specialized to the fact/value kind-distinction (fact_value_distinction) and drawing on normativity for the value content. This is the cleanest skeleton in the batch: it is a logical necessity, not a domain regularity. But it is the core the is-ought problem shares, not what makes it distinctive.

What is domain-bound. Everything that makes the diagnostic the is-ought problem in particular is furniture of a specific philosophical tradition and does not survive extraction.
