Counterframe Register¶
Artifact — instantiates Discourse Window Recalibration
A record of objections, alternative frames, affected-party interpretations, and evidence challenges that remain visible during window movement.
A Counterframe Register is a running ledger of everything that argues against the position being made discussable — the objections, the rival framings, the affected-party interpretations, the evidence someone disputed — kept visible and unresolved on purpose. Where a window map records where positions sit, this artifact records the contested content of the debate: not "this idea is one band out," but "here is Aisha's objection, here is the frame the tenants' union uses instead, here is the study a resident says was misread, and none of these has been answered." Its defining move is to refuse premature closure: an entry stays open until it is genuinely addressed, so a window cannot quietly drift by letting objections fall silent. It is a memory of dissent, not a map of terrain and not a live alarm.
Example¶
A mid-sized city is opening a discussion about upzoning a low-rise neighborhood to allow four-story buildings — a position that, two years earlier, was politically unsayable. As the planning department stages public conversations, it maintains a Counterframe Register: a shared, numbered document where every substantive objection is logged verbatim, attributed, and tracked. Entry 14 is a homeowners' association's frame that "neighborhood character" is a legitimate planning value, not mere NIMBYism. Entry 22 is a longtime tenant's fear, in her own words, that upzoning will accelerate the displacement it claims to relieve. Entry 31 is a challenge to a density-and-affordability statistic the department had cited, flagging that it came from a different housing market.
Crucially, the register does not resolve these; it holds them open with a status field — unaddressed, partially addressed, answered with evidence, unresolvable value conflict. When, months later, a councilmember narrates the upzoning as "broadly supported," the register is the artifact that says otherwise: three of its entries are still marked unaddressed, and one is an affected-party harm that no exposure step ever answered. The document makes it impossible to mistake the fading of objections for their refutation.
How it works¶
- Capture in the objector's own frame. Each entry records the objection or counterframe as its holder would state it — attributed where safe, anonymized where naming carries cost — rather than as the proponent's paraphrase, which tends to soften it.
- Reserve affected-party lanes. Interpretations from the people who bear the consequences get their own tracked entries, so the review of harm is not folded into general debate and lost.
- Track status, not just existence. Every entry carries a resolution state and its supporting evidence, so "answered" means answered, and an unresolvable value conflict is labeled as such rather than as noise.
- Stay visible during movement. The register travels alongside every exposure step and every summary, so no briefing can claim consensus while open entries contradict it.
Tuning parameters¶
- Attribution level — named, role-only, or anonymous entries. Naming lends weight but raises the cost of dissenting; anonymity protects objectors but weakens accountability.
- Resolution rigor — how much evidence an entry needs before it can be marked "answered." Strict rigor prevents laundering objections into "addressed"; loose rigor lets the register close faster and feel tidier.
- Affected-party weighting — whether harm interpretations get standing that ordinary objections do not (e.g., an unresolved affected-party entry blocks a "consensus" claim). Higher weight guards the vulnerable but can be gamed by proxy claimants.
- Curation control — who may add, edit, or close entries. A single editor keeps it coherent; open editing keeps it honest but messy.
- Visibility scope — internal-only or published. Publishing maximizes accountability but can expose objectors and invite performative entries.
When it helps, and when it misleads¶
Its strength is that it defends against the quiet way windows really move — not by defeating objections but by outlasting them. By keeping dissent recorded and unresolved, the register directly counters the spiral of silence, in which people who sense their view is losing ground stop voicing it, making a contested position look more settled than it is.[n1] It also gives affected parties a durable place in the record rather than a one-time comment that evaporates.
Its failure mode is that a register can become an alibi: logging an objection feels like honoring it, so a proponent can point to a fat register as proof of good faith while marking entries "addressed" that were merely acknowledged. The classic misuse is closure theater — resolving entries by rebuttal-in-passing rather than by evidence or genuine accommodation. The guarding discipline is to keep the resolution bar high and to let someone other than the proponent decide when an entry is truly answered; an unresolved value conflict must be allowed to stay unresolved rather than be quietly closed.

This register holds the arguments but not the map: it does not implement the current_sayability_boundary_map, adjacent_position_set, or social_cost_profile that chart where positions sit and what they cost — that is its artifact twin, Acceptability Window Map. It also stops short of the live boundary_feedback_monitor; keeping standing objections is not the same as tracking real-time backlash signals.
