Causal Layer Reframing

Reframe an issue across surface events, systemic causes, worldviews, and deep narratives to unlock different interventions.

The Diagnostic Story

Symptom: The same problem returns after every fix. Actors debate what to do while trapped inside a frame that makes only a narrow set of actions seem possible. Structural analysis maps causes clearly, yet nothing about behavior or belief shifts enough to stop the cycle.

Pivot: Move attention deliberately from the visible litany down through systemic causes, then to the discourses and worldviews that define what is even seen as a problem, and finally to the deep narratives and metaphors that make the current arrangement feel natural. Generate interventions at each layer and connect them.

Resolution: The repertoire of imaginable actions expands because the frame itself is now visible and contestable. Strategy fits culture better because worldview and narrative are in the analysis, not just mechanisms. Interpretation stays plural and action-linked so the exercise does not decay into unfalsifiable storytelling.

Reach for this when you hear…

[urban planning] “We keep redesigning the intersection but the crashes come back — the problem is not the road geometry, it is what we assume cars are for.”

[public health] “We can fix the proximal risk factor all we want, but until we name the story that makes these conditions seem inevitable, nothing changes upstream.”

[organizational change] “Every strategy off-site produces the same slide deck because we are redecorating inside the same frame instead of questioning it.”

Variants

Narrower or domain-specific specializations that share this archetype's core structure. Recognized variants are established; candidate variants are provisional.

Classic Causal Layered Analysis · mechanism family variant · recognized

Uses the conventional litany, system, worldview/discourse, and myth/metaphor layers to reframe a futures issue.

Myth / Metaphor Reframing · communication variant · recognized

Focuses on replacing or revising the deep metaphor or narrative that constrains possible futures.

Discourse / Worldview Reframing · other · recognized

Changes the interpretive categories, legitimacy assumptions, or worldview through which the issue is understood.

Participatory Layered Reframing · governance variant · candidate

Uses multiple affected voices to build and challenge the layer map so reframing is not monopolized by analysts or sponsors.
